Under the chairmanship of Deputy Speaker of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the assembly hall to hear the report on the explanation, acceptance, and revision of the draft Law on Social Insurance (amended) presented by the Member of the Standing Committee of the National Assembly and Chairwoman of the Social Affairs Committee of the National Assembly, Nguyen Thuy Anh; after that, the National Assembly spent the entire working day discussing some contents of the draft Law on Social Insurance (amended) that still had differing opinions.

During the discussion session, 55 delegates expressed their opinions, and 2 delegates engaged in debate. The delegates generally agreed with the content of the draft Law on Social Insurance (amended) and the explanatory report, feedback, and revisions by the Standing Committee of the National Assembly.

In addition, delegates focused on discussing the following topics: subjects participating in compulsory and voluntary social insurance; State policies on social insurance; prohibited acts; responsibilities of participants and beneficiaries of social insurance; rights and responsibilities of employers; powers and responsibilities of social insurance agencies; electronic transactions in the field of social insurance; late payment of compulsory social insurance contributions, evasion of compulsory social insurance contributions and handling measures; specific mechanisms to protect workers in cases where employers are no longer able to pay social insurance for their employees; sickness benefits; maternity benefits; social retirement allowances; supplementary retirement insurance; conditions for receiving a lump-sum social insurance payment; average salary used as the basis for social insurance contributions to calculate pensions, lump-sum benefits and salary adjustments as the basis for compulsory social insurance contributions; The regulations regarding the use of a "reference level" instead of a "basic salary"; complaints and resolution of complaints and lawsuits against decisions and actions of social insurance agencies; denunciations and resolution of denunciations regarding social insurance; the impact of salary reform on social insurance policy; the timing of the adoption of the draft amended Social Insurance Law…

At the end of the discussion, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung explained and clarified some issues raised by National Assembly deputies.
