On October 17, the Ho Chi Minh City Department of Education and Training announced that it had begun preparations for the development of a plan for primary school enrollment for the 2026-2027 school year. In particular, schools are required to report accurate data to determine enrollment targets, and the department will inspect and strictly handle any incorrect reporting.
In preparation for the development of the enrollment plan for the 2026-2027 school year, the Department of Education and Training of the City requires all schools to review and update all information on facilities and areas (land, room types). In particular, note that for room types used for many levels, they must be reported to a single level (do not report duplicates to other levels, prioritize reporting to the highest level or the most used level). For the total area of some room types, please enter the total area of all room types divided by level.

After reviewing, schools must make accurate reports and enter complete information into the database system of the Ho Chi Minh City Department of Education and Training. Principals are responsible for checking the accuracy of reports and statistical data. Statistical reports sent to the Department of Education and Training must be consistent with the statistical reports stored at the unit and on the system.
Information on facilities and area updated on the data system is one of the bases for considering and deciding on the school's enrollment targets for the 2026-2027 school year.
The leaders of the Department of Education and Training emphasized that there will be plans to inspect and strictly handle units that do not implement or do not fully and promptly implement the requirements on statistical reporting as prescribed.
Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that in order to prepare for the construction of admission plans for the first level and grade 10 in the 2026-2027 school year after the merger of Ho Chi Minh City, Binh Duong , and Ba Ria-Vung Tau, it is expected that the grade 10 admission will combine both admission and entrance exam methods to suit the reality.
The entrance examination method at public high schools will continue to include three subjects: Literature, foreign language (mainly English) and math. The remaining public high schools in some special areas will conduct entrance examinations.
Regarding the specific areas that are expected to conduct the 10th grade entrance exam, there will be more discussion based on many related factors. However, combining the admission methods is to maintain stability and create convenience for parents, students and schools after the merger of the 3 localities.
In the near future, the Department of Education and Training will announce the structure and sample test questions for the 10th grade entrance exam in 2026.
After merging with two localities, Binh Duong and Ba Ria-Vung Tau provinces, the HCM City Department of Education and Training will have the largest scale in the country with nearly 3,500 schools, 2.6 million students and more than 110,000 teachers, in the 2025-2026 school year.
