On October 17th, the Ho Chi Minh City Department of Education and Training announced that it has begun preparations for developing the enrollment plan for the 2026-2027 school year. This includes requiring schools to report accurate data to determine enrollment quotas; the department will inspect and take strict action if the reports are inaccurate.
To prepare for the enrollment plan for the 2026-2027 school year, the Ho Chi Minh City Department of Education and Training requires all schools to review and update all information regarding facilities and area (land, types of rooms). Specifically, for rooms used by multiple grade levels, reporting must be done for only one grade level (avoiding duplicate reporting to other grade levels; prioritize reporting to the highest grade level or the level with the highest usage). For the total area of certain room types, please enter the total area of all room types divided by grade level.

After the review, schools must submit accurate reports and enter complete information into the database system of the Ho Chi Minh City Department of Education and Training. Principals are responsible for checking the accuracy of reports and statistical data. Statistical reports submitted to the Department of Education and Training must be consistent with the statistical reports kept at the school and in the system.
Information on facilities and area updated in the database system is one of the bases for considering and deciding on the school's enrollment quota for the 2026-2027 academic year.
The leaders of the Department of Education and Training emphasized that they will have a plan to inspect and strictly handle units that fail to implement, or implement inadequately or untimely, the requirements for statistical reporting as stipulated.
Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, said that in preparation for developing admission plans for the 10th grade in the 2026-2027 school year after the merger of Ho Chi Minh City, Binh Duong , and Ba Ria-Vung Tau, the 10th grade admission process is expected to combine both selection and examination methods to suit the current situation.
The entrance examination method at public high schools will continue to consist of three subjects: Literature, a foreign language (primarily English), and Mathematics. Public high schools in certain special areas will use a selection process based on academic records.
Regarding the specific area where the 10th grade entrance exam is planned to be conducted, further discussion is needed based on many related factors. However, combining different admission methods aims to maintain stability and create convenience for parents, students, and schools after the merger of the three localities.
The Director of the Ho Chi Minh City Department of Education and Training issued directives on a series of pressing issues following the merger. The Ho Chi Minh City Department of Education and Training will soon announce the exam structure and sample exam questions for the 2026 10th grade entrance exam.
After merging with two localities, Binh Duong and Ba Ria-Vung Tau provinces, the new Ho Chi Minh City Department of Education and Training will have the largest scale in the country, with nearly 3,500 schools, 2.6 million students, and more than 110,000 teachers in the 2025-2026 school year.
