Russian Deputy Defense Minister receives Friendship Medal from Vietnam Ministry of Defense

On September 3, in Hanoi, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense of Vietnam, and Senior Lieutenant General Alexander Vasilyevich Fomin, Deputy Minister of National Defense of Russia, co-chaired the 8th Vietnam-Russia Defense Strategy Dialogue. Within the framework of the dialogue, authorized by the President, Senior Lieutenant General Hoang Xuan Chien awarded the Friendship Medal to Senior Lieutenant General Alexander Vasilyevich Fomin.

Speaking at the ceremony, Senior Lieutenant General Hoang Xuan Chien expressed his gratitude to Senior Lieutenant General Fomin and the Russian delegation for attending the 80th anniversary of the August Revolution and National Day on September 2, as well as participating in the parade and marching with the Vietnamese army. He emphasized that the presence of the delegation once again affirmed that defense cooperation continues to be an important pillar in the overall Vietnam-Russia relationship.

Senior Lieutenant General Hoang Xuan Chien affirmed that the Vietnamese people and army always remember and appreciate the wholehearted and righteous support that the former Soviet Union and the present-day Russian Federation have given to Vietnam in the struggle for independence and national reunification, as well as in the cause of building and defending the Fatherland. The construction of a monument to Soviet military experts at the Vietnam Military History Museum by the Vietnamese Ministry of National Defense continues to be a vivid demonstration of the close relationship and good feelings between the two countries and the two armies.

Senior Lieutenant General Hoang Xuan Chien highly appreciated the results of defense cooperation in recent times, especially in training, delegation exchanges, experience sharing and military-service cooperation. He affirmed that Vietnam supports activities co-chaired by Russia and Laos within the framework of the ASEAN Defense Ministers Meeting Plus (ADMM+) Expert Group on Humanitarian Mine Action for the 2024-2027 period.

Regarding cooperation directions, he suggested that the two sides continue to effectively implement signed documents, focusing on the following areas: exchange of high-level delegations and all levels; training; military medical cooperation; cooperation between academies and schools; and enhancing the sharing of professional experience.

Senior Lieutenant General Alexander Vasilyevich Fomin congratulated Vietnam on successfully organizing the 80th anniversary of National Day; at the same time, he expressed gratitude to the Party and State of Vietnam for building a monument to Soviet military experts. He emphasized that the Russia-Vietnam relationship is a close and lasting relationship, built on the foundation of mutual trust and lasting over time.

Senior Lieutenant General Fomin believes that the 8th Defense Strategy Dialogue will contribute to promoting defense cooperation between the two countries on the basis of mutual benefit, continuing to strengthen the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.

Within the framework of the dialogue, authorized by the President , Senior Lieutenant General Hoang Xuan Chien presented the Friendship Medal to Senior Lieutenant General Alexander Vasilyevich Fomin in recognition of his important contributions to strengthening defense cooperation, consolidating the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
