Prime Minister Pham Minh Chinh and United Nations Secretary-General António Guterres co-chaired the press conference.

The fact that 65 countries have signed the Convention demonstrates the importance of the Hanoi Convention.

On the afternoon of October 25th, Prime Minister Pham Minh Chinh, together with United Nations Secretary-General António Guterres, co-chaired a press conference at the signing ceremony and high-level conference of the United Nations Convention against Cybercrime (Hanoi Convention).

Speaking to the press, Prime Minister Pham Minh Chinh emphasized that although the opening ceremony for the signing of the Hanoi Convention was held outside the United Nations headquarters, more than 100 countries still came to Hanoi, and 65 of them signed the Convention. This number demonstrates the importance of the Hanoi Convention.

The Prime Minister emphasized: "Cybersecurity is not a matter for any one country or any one individual, but a matter of national, comprehensive, and global importance."

The Prime Minister emphasized the need to promote multilateralism, call for international cooperation and solidarity in order to combat cybercrime, because no country or individual can be safe if other countries or individuals are not secure in terms of cybersecurity.

Emphasizing the negative impacts of cybersecurity, which affect not only the economy but also the spirit and culture, Prime Minister Pham Minh Chinh urged the whole world to pay attention and work together to minimize these negative impacts.

"You have come to Hanoi with great joy, excitement, and enthusiasm. This is an issue that the whole world is concerned about. For a country that has just celebrated its 80th anniversary, 80 years of independence, freedom, and happiness, after 40 years of war and 30 years of blockade and embargo, we are still striving to prove that we have always been self-reliant and strong in our struggle for national independence and development. In the current difficult context, our country remains strong, continues to be stable and develop, and develops to achieve stability, bringing a prosperous and happy life to our people. That is our highest goal," the Prime Minister shared with reporters.

The Prime Minister stated that Vietnam's sovereignty in cyberspace has also achieved very impressive results, ranking 16th globally in cybersecurity, demonstrating the trust that the UN places in Vietnam when entrusting it with the mission to organize the signing ceremony of the Hanoi Convention. Vietnam has always pursued an independent, self-reliant, diversified, and multilateral foreign policy, being a good friend and reliable partner of all countries in the world, and a responsible member of the international community, for the goals of peace, cooperation, and development.

For the first time, sharing sensitive images without consent is a criminal offense.

Speaking at a press conference, UN Secretary-General António Guterres stated that cybercrime is becoming a global threat with serious consequences, ranging from disrupting essential services and causing significant economic damage to the dissemination of child abuse material. Notably, a scam launched from one country can have devastating consequences for victims in many other countries.

In light of this situation, the UN Secretary-General emphasized that the Hanoi Convention will provide a powerful new tool for the international community to prevent and combat crime and protect human rights in cyberspace.

António Guterres stated that the Convention was built on key core principles. Firstly, it allows law enforcement agencies to share digital evidence across borders. Secondly, a 24/7 collaborative network is established to assist countries in tracing, identifying perpetrators, and recovering stolen assets. Significantly, for the first time in history, sharing sensitive images without consent has been recognized as a criminal offense.

Secretary-General António Guterres affirmed that this Convention is not merely a legal document but also a promise of privacy and security. At the same time, it demonstrates that multilateralism can provide solutions to the greatest challenges.

António Guterres called on countries to translate the Convention into concrete action through ratification and full implementation, as well as providing financial, training, and technological support to developing countries. The UN Secretary-General expressed his gratitude to Vietnam for its important role and strong voice in international cooperation, affirming that: "Together, we can make cyberspace safe for all."

Responding to a reporter's question about some concerns related to the Hanoi Convention, Secretary-General Guterres emphasized: "This is an international criminal treaty in which human rights are protected. The Convention only addresses criminal investigations and cannot be used for any form of surveillance or activities that risk violating human rights. Furthermore, the Convention also allows a country to refuse to exchange information if it suspects that such information could be used by another country to violate human rights."

Following the press conference, Prime Minister Pham Minh Chinh, together with United Nations Secretary-General António Guterres, attended the first high-level plenary discussion within the framework of the Hanoi Convention's opening ceremony.
