Prime Minister Pham Minh Chinh: Will calculate and propose to the National Assembly to increase salary soon

Prime Minister Pham Minh Chinh stated that according to plan, the salary increase will be implemented in July 2026, but the Government will consider and consult the National Assembly to calculate the salary increase earlier.

Speaking at the end of the meeting on the afternoon of October 30 at Dien Hong Hall on the situation of the State budget and disbursement of public investment capital, Prime Minister Pham Minh Chinh said that many National Assembly deputies proposed to increase salaries at the beginning of 2026, while according to the plan, this will be implemented in July next year. However, the Prime Minister will consider and ask for the National Assembly's opinion to be able to increase salaries sooner.

Among the many issues mentioned, Prime Minister Pham Minh Chinh emphasized the goal of ensuring national financial security, increasing development investment spending, ensuring social security and having reserves for arising problems such as pandemics and natural disasters.

The appropriate expenditure estimate for this term, according to the head of the Government, focuses on three contents.

One is spending on human resources and organizational structure. Two is spending to ensure national defense, security and social order and safety. Three is ensuring social security with the orientation of "not sacrificing progress and social justice to pursue mere growth".

With a series of problems arising such as storms, floods, natural disasters, and epidemics, the Prime Minister affirmed that it is necessary to calculate so that revenue meets expenditure, and not let the situation of deficit increase.

Regarding the opinions of National Assembly deputies reflecting the situation of insufficient expenditure estimates, the Prime Minister said that this is a shortcoming that needs to be overcome. However, according to the Prime Minister, all revenue increases and expenditure reductions have been consulted with the National Assembly and recently, this has been "going in the right direction", focusing on spending on people, leaving 70% of revenue increase to spend on salary increases.

Notably, the Prime Minister stated: “National Assembly deputies proposed to increase salaries at the beginning of 2026. According to the plan, the salary increase will be implemented in July 2026, but we will consider and ask for the National Assembly's opinion to calculate the salary increase earlier.”

Summarizing the country's situation over the past five years, the Prime Minister stated that there were more difficulties and challenges than opportunities and advantages. However, the domestic economy was strong enough to withstand major external shocks. The macro-economy was therefore stable, inflation was controlled, and growth was promoted, ensuring major balances of the economy.

According to the Prime Minister, public debt, foreign debt, and government debt have all decreased, people's lives have improved, and Vietnam's happiness index has increased 39 places compared to the beginning of his term. National defense and security potential has also been strengthened, the clearest evidence of which is the historic parade on September 2 with many types of weapons bearing Vietnamese brands.

Emphasizing that one of the driving forces for growth in the coming time will continue to be public investment, the Prime Minister said that the Government must resolve many difficulties and will continue to have solutions for this issue in the future.

To achieve the growth target of over 8% this year and over 10% for the next period, the Prime Minister said this is a big challenge but "it is impossible". The Prime Minister affirmed that there is enough basis to realize this goal, the important thing is "to dare to surpass oneself to affirm national strength".
