Prime Minister requests proactive prevention and response to storm KALMAEGI

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm KALMAEGI will continue to move in the West-Northwest direction, tomorrow morning (November 5) will move into the East Sea, becoming the 13th storm active in the East Sea in 2025.

After entering the East Sea, the storm continued to strengthen to level 13-14, gusting to level 16-17 and moving towards the sea and mainland of the Central and South Central regions of our country. The storm can reach level 13-14, gusting to level 16-17 in Truong Sa special zone (Khanh Hoa) and in the offshore waters from Da Nang to Khanh Hoa; level 12-13, gusting above level 15 in coastal waters (including Ly Son special zone).

This is a very strong storm, after entering the East Sea it continued to strengthen, the area of ​​​​strong winds is very wide. In the context that the Central region has just experienced a historic period of heavy rain, causing severe damage, to proactively prevent, avoid and respond to storm Kalmaegi and post-storm floods, ensure the safety of people's lives, minimize property damage, first of all for ships and activities at sea, coastal areas and on land of our country, the Prime Minister requested:

Ministers of the ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health; secretaries and chairmen of the People's Committees of provinces and cities, especially localities from Da Nang to Khanh Hoa (areas where the storm is expected to directly affect) organize monitoring, grasp the developments of storms and floods, regularly update the situation in the locality; focus on leadership, direction, review plans, be ready to immediately deploy measures to prevent, avoid, and respond to storms and floods after storms with the motto "proactive from early, from afar", with the most determined spirit, anticipate the worst scenario, deploy measures to prevent, avoid, and respond at the highest level to absolutely ensure the safety of people's lives, limit damage to people's and State's property, not to be passive or surprised in any situation.

The Secretaries and Chairmen of the People's Committees of coastal provinces and cities from Da Nang to Khanh Hoa (areas where very strong storm winds are forecasted) mobilize the entire political system to take action, focus on leading, directing the implementation and urging the work of preventing, avoiding and responding to storms and post-storm floods. In particular, urgently review and count all local vessels and vehicles operating at sea and along the coast; coordinate with relevant agencies by all means to inform ship owners and captains of vessels and vehicles still operating at sea about the developments and forecast of the storm's movement; guide them to move out of and not enter areas at risk of being affected by the storm; call on and guide vessels and vehicles to safe shelters; at the same time, guide and support the implementation of necessary measures to ensure the safety of vessels at anchorage.

Based on storm and flood forecasts and warnings from authorities and the specific situation of the locality, proactively decide to restrict ships and vehicles from going out to sea, operating at sea or ban the sea when necessary (pay attention to prevent thunderstorms and lightning before the storm directly affects); decide to control and limit traffic during storms causing strong winds and heavy rain to limit incidents and ensure people's safety.

Deploy as soon as possible measures to prevent and combat storms at sea, on islands, in coastal areas and on land, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, dams, sea dykes, limiting damage to production, especially agricultural production in coastal areas; support people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.

Review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.

The Prime Minister requested the Minister of Agriculture and Environment to direct the hydrometeorological forecasting agency to closely monitor, coordinate, and consult international forecast information to forecast and provide the earliest, most complete, and most accurate information on the developments and impacts of storms and the risk of floods and rains to authorities and people so that they can proactively deploy prevention, avoidance, and timely and effective response.

Proactively direct all localities with vessels operating at sea, especially coastal localities, to promptly deploy calls, instructions, and ensure safety for vessels operating at sea and coastal fisheries; deploy measures to protect dykes, irrigation dams, and agricultural and aquatic production; pay special attention to closely coordinating with the industry and trade sector and localities to direct, guide, inspect, and supervise the operation of irrigation and hydropower reservoirs, especially those in the inter-reservoir system, ensuring safety and efficiency to prevent dam and reservoir insecurity; based on flood forecasts, proactively direct the lowering of water levels of irrigation and hydropower reservoirs to receive floods, and at the same time study, report, and propose to competent authorities to decide on the use of a part of the reservoir capacity above the normal water level to cut floods when emergency and unusual situations occur.

The organization closely monitors the situation, regularly updates and proactively announces dangerous areas at sea so that ships and vehicles operating at sea know not to enter or exit dangerous areas. Direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.

The Minister of Construction directs competent authorities to coordinate with localities to immediately review all ships and means of transport operating at sea, along the coast, and in estuaries in areas at risk of being affected by storms (including river-sea vessels), proactively guide movement to avoid entering, exiting dangerous areas or entering safe shelters. Directs the review and readiness to deploy work to ensure the safety of civil works, construction activities, and traffic safety during the time affected by storms.

The Minister of Construction directed the Vietnam Maritime Search and Rescue Coordination Center to deploy vehicles in key areas where Kalmaegi storm is forecast to directly affect, to be ready to coordinate with relevant units and forces to quickly deploy response and search and rescue work when bad situations occur.

The Minister of Industry and Trade directed the review of plans and implementation of work to ensure safety for industrial production activities, especially offshore oil and gas exploitation activities, ensure the safety of hydroelectric dams and power systems, limit damage caused by storms and floods; ensure the supply of essential goods, avoid shortages, and take advantage of natural disasters to unreasonably increase prices.

The Minister of National Defense directs the implementation of work to ensure safety for military forces, vehicles, and equipment; directs military regions and units located in areas at risk of being affected by storm Kalmaegi to proactively review plans, arrange appropriate forces and vehicles to be on duty in areas where storms and floods are forecast to occur to be ready to support localities in implementing prevention, avoidance, response, rescue, and relief work when requested. Be ready to mobilize additional forces and vehicles to support localities in responding to storms upon request from localities.

The Minister of Public Security directs relevant units and local police forces to be ready with forces and means to ensure security and order, support people in evacuating, relocating, responding to storms, floods, landslides, flash floods, and rescue when requested by the locality. Proactively prepare forces and means to be ready to support the localities.

The Minister of Science and Technology directed telecommunications service providers to review and develop solutions to ensure safety and limit incidents to telecommunications infrastructure projects, and at the same time have backup plans to ensure uninterrupted communication between the central and local levels, between the provincial and commune levels, and to overcome the loss of communication when storms and floods occur.

The Ministers of the Ministries of Education and Training and Health direct the implementation of work to ensure safety for students, forces, equipment, and infrastructure under the management of the sector to limit damage, not to affect students' learning, maintain emergency activities, and promptly restore normal medical examination and treatment activities for people immediately after storms and floods.

The Minister of Culture, Sports and Tourism directed the implementation of work to ensure safety for tourists and tourism activities, especially at sea, on islands and coastal areas.

The Chief of Office of the National Civil Defense Steering Committee coordinates with the competent agencies of the Ministry of Agriculture and Environment to closely monitor the situation, proactively review response scenarios, and be ready to coordinate and mobilize forces and means to support localities in responding to storms and floods according to assigned functions and tasks.

General Director: Vietnam Television, Voice of Vietnam, Vietnam News Agency and media agencies increase broadcasting time and reporting so that people can grasp information about storm developments, instructions from the Government, Prime Minister and central and local authorities to proactively implement response measures, limit damage caused by natural disasters; guide people on storm response skills to reduce damage.

The Prime Minister assigned the Minister of Agriculture and Environment and the Chief of Office of the National Civil Defense Steering Committee to organize working groups to inspect, urge, and coordinate with localities to direct the implementation of storm response work based on the specific situation and developments of the storm.

Ministries, branches and localities affected by storms and floods must submit daily reports to the Minister and Head of the Government Office before 3:00 p.m. to synthesize reports to competent authorities before 5:00 p.m. daily.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to promptly deploy the work of preventing, avoiding and responding to storms and floods. The Government Office shall monitor and urge ministries and localities to seriously implement this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
