On February 7th, Prime Minister Pham Minh Chinh signed Official Dispatch No. 10/CD-TTg addressed to the Minister of Education and Training and the Chairmen of the People's Committees of provinces and cities regarding strengthening guidance on secondary school and high school enrollment and managing extracurricular tutoring activities.

The official dispatch stated that the enrollment process for junior high schools, senior high schools, and the management of extracurricular tutoring in some localities still have shortcomings that have not been promptly addressed, affecting teaching and learning activities at general education institutions and creating negative public opinion.

The Prime Minister requested that the Chairpersons of the People's Committees of provinces and cities focus on directing the synchronized and effective implementation of tasks and solutions, and take full responsibility for the enrollment of junior high school students, high school students, and the management of extracurricular tutoring activities in their respective areas.

Specifically, it is necessary to direct relevant agencies and units to adequately prepare the conditions for organizing junior high school and high school entrance examinations, ensuring transparency, practicality, efficiency, and reducing pressure and costs for society. The announcement of the junior high school and high school entrance examination plans for the 2025-2026 school year should be completed by February 2025 so that students, teachers, and schools and general education institutions can proactively prepare for the admission process.

Provinces and cities need to allocate local budgets and strengthen the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of compulsory education age can attend school, reducing pressure in enrollment, especially in large cities, industrial zones, and densely populated areas, resolutely ensuring that no student of compulsory education age is left without access to education.

Timely identifying, commending, rewarding, and replicating exemplary individuals and groups who are dedicated, passionate, and wholeheartedly committed to their students. The Minister of Education and Training is tasked with directing and urging localities to guide schools and general education institutions to seriously implement the Regulations on junior high school and high school admissions; and the Regulations on supplementary teaching and learning issued by the Ministry of Education and Training.

Strengthen information dissemination, propaganda, inspection, and supervision of the implementation of the Regulations on admission to junior high schools and senior high schools; Regulations on supplementary teaching and learning; and require strict and public handling of violations according to regulations.

The Ministry of Education and Training needs to proactively and regularly review and gather information to promptly amend, supplement, and improve the Regulations on admission to junior high schools and senior high schools; and the Regulations on supplementary teaching and learning, ensuring they are consistent with reality and meet the requirements of the new situation.
