The Prime Minister urged increased consumption to meet the people's needs during the Tet holiday.

On December 12th, Prime Minister Pham Minh Chinh signed Official Dispatch No. 239, requesting ministries, sectors, and localities to urgently address the consequences of natural disasters, restore production and business, boost consumption, and meet the people's needs for Tet (Lunar New Year).

The official dispatch stated that recently, many localities across the country have experienced successive historical and widespread natural disasters, including floods and storms, with landslides causing enormous damage to people, property, and homes, seriously affecting people's lives and impacting economic growth.

The Prime Minister requested that ministries, agencies, and localities focus on implementing tasks and solutions decisively and effectively, quickly stabilizing people's lives, accelerating the restoration of production and business, actively promoting economic growth, and effectively controlling inflation.

Ministries, agencies, and localities are also required to vigorously and effectively implement the "Quang Trung Campaign," determined to complete the repair of houses for families whose homes were severely damaged before December 31st; and to rebuild houses and resettle all families whose houses were destroyed, collapsed, or swept away by January 31st, 2026 at the latest.

Ministries, agencies, and localities, according to their assigned functions and tasks, shall implement solutions to promote production and business, strongly develop the domestic market, and stimulate consumer demand. This includes proactively monitoring and closely tracking the supply and demand of goods and services, the production and business situation of enterprises, and ensuring supply, especially for food, essential goods, and other necessities.

Strengthen the production and supply of processed foods, fresh foods, and other consumer goods to meet the needs of the people. Focus on developing commercial infrastructure, distribution systems, and implementing price stabilization programs for the year-end and Lunar New Year holidays.

In addition, we will strengthen trade promotion activities, domestic consumption stimulus programs, implement the "Vietnamese people prioritize using Vietnamese goods" campaign effectively, and prepare for the Spring Fair in 2026.

The Prime Minister also requested strengthening measures to prevent and combat smuggling, trade fraud, origin fraud, counterfeit goods, and substandard goods... He also called for promoting and effectively exploiting the international and domestic tourism season, enhancing the tourist experience and increasing the average spending of tourists…

The head of government also requested the flexible and effective use of price regulation tools and measures as stipulated by the law on pricing to control and stabilize the market.

In addition, it is necessary to strengthen the effective implementation and monitoring of price declaration and price listing measures; and to publicly disclose price information. Inspections, audits, and strict handling of violations of price laws should be organized.

The Ministry of Health is tasked with leading and coordinating with the Ministry of Industry and Trade and other agencies and localities to strengthen inspection, examination, and control of food safety from production and processing to consumption; resolutely combating, preventing, and strictly handling individuals, organizations, and production and business establishments that violate regulations on food safety.

The Ministry of Industry and Trade is tasked with leading and coordinating with the Ministry of Foreign Affairs and other agencies and localities to decisively implement solutions to strongly promote exports, especially during the end of the year and the beginning of the new year, to meet the consumption needs of the international market during Christmas and New Year holidays.

At the same time, effectively utilize the FTAs to which Vietnam is a member, accelerate the negotiation and signing of bilateral and multilateral trade agreements with potential partners; continue negotiating a reciprocal trade agreement with the United States as directed by competent authorities…

State-owned corporations and enterprises are required to urgently address the consequences of storms and floods, implement production, business, and import-export plans effectively and flexibly; strengthen the application of science and technology, build brands, and improve the quality and competitiveness of products…
