At the 4th Party Congress of Vietnam Electricity Group (EVN), for the 2025-2030 term, held on the morning of August 10th, Prime Minister Pham Minh Chinh highly appreciated the achievements of the Group's Party Committee and the entire Group during the past term.
However, government leaders also pointed out limitations that the electricity sector needs to overcome, such as: the lack of a competitive electricity market; the insufficient speed, boldness, and breakthrough in the development of power sources and transmission lines; electricity prices need to ensure competitiveness, development, harmony, and reasonableness between businesses and people; and price adjustments must follow a roadmap to avoid sudden shocks.
In the coming period, the Prime Minister requested that the electricity sector in general and EVN in particular focus on meeting the electricity demands for the country's development, with double-digit growth. Specifically, this means ensuring sufficient electricity for production, business, consumption, and daily life of people and businesses.
Along with that, he requested that EVN grow stronger to become the third largest electricity corporation in the region and strive for even greater achievements; overcoming all the limitations and weaknesses that have been pointed out…

The head of government requested that the corporation be far-sighted, think deeply, and aim big because the investment in the electricity sector is very large and takes a long time; accelerate the development of power sources and transmission grids, including the development of clean energy and nuclear power; and build a competitive electricity market...
Clearly outlining five key aspects of the electricity sector – power generation, power transmission, distribution, consumption, and electricity pricing – the Prime Minister requested EVN to improve its electricity development planning; and to develop solutions and mechanisms for mobilizing resources, especially through public-private partnerships, in the development of the electricity industry.
The Prime Minister noted the need to ensure a proactive power system, balance power sources, and promote the transition to green energy; optimize power source and load planning, usage, and distribution; develop a competitive electricity market, maximize direct electricity trading, and promote self-production and self-consumption of electricity. He also requested the implementation of the construction of a 500 kV transmission line from Laos to Vietnam; and participation in the construction of the ASEAN power grid…
The Government leaders also directed the EVN Party Committee to do a good job in Party building, improve the overall leadership capacity and fighting strength of the entire Party Committee; take care of the lives of cadres, Party members, and workers, and fulfill its social responsibilities...

Speaking at the congress, Mr. Dang Hoang An, Chairman of the Board of Directors of EVN, said that during the 2020-2025 term, the group faced many difficulties and challenges. In particular, the Covid-19 pandemic seriously impacted the group's ability to ensure electricity supply and its financial situation.
In addition, EVN leaders acknowledged that inherent weaknesses in management and operations, as well as inadequate internal capacity, have significantly impacted the group's activities.
However, after many efforts and with the attention, guidance, and support of all levels and sectors, he said that EVN has overcome the extremely difficult period in the first half of the term, electricity supply is ensured, the volume of investment and construction has increased significantly, many key projects have been completed, especially the 500kV circuit 3 transmission line from Quang Trach to Pho Noi, and the financial situation has gradually improved...
