In 2025, the public investment plan assigned to Phu Tho province reached an impressive figure of 35.94 trillion VND (including 5.63 trillion VND of capital extended from 2024), of which local budget capital accounted for a large proportion of 23.61 trillion VND. This huge capital source was allocated scientifically , in accordance with regulations on provincial merger and focused on prioritizing key projects, completed projects and transitional projects, in order to create a driving force for synchronous development.

The investor is focusing on directing the contractor to speed up the construction progress of the Hoa Binh - Moc Chau highway.
The results show the extraordinary efforts of the entire political system. It is estimated that by the end of the year, the total disbursed capital of the province will reach approximately 34 trillion VND, equivalent to 95% of the total planned capital. More notably, this result has reached 182% of the capital plan assigned by the Prime Minister, thanks to the proactive, decisive and effective direction and management of the People's Committee of Phu Thu province. The high disbursement rate has put Phu Thu province in the leading group nationwide.
To achieve the above results, the People's Committee of Phu Thu province has strictly followed the direction of the Central Government, considering the disbursement of public investment capital as the top priority in promoting growth. The province has deployed a series of synchronous and systematic solutions.
Firstly, perfecting the apparatus and clearly assigning responsibilities. The Provincial People's Committee has established a Steering Committee and a specialized working group, and at the same time specifically assigned leaders of the Provincial People's Committee to directly direct, regularly hold meetings, listen to reports and resolve difficulties for each Project Management Board and each locality. The direct involvement of senior leaders has shortened the processing process, speeded up the appraisal and approval of investment procedures.
Second, use disbursement results as a measure to evaluate cadres. The Provincial People's Committee requires departments, branches, sectors and localities to seriously grasp this and consider it an important measure to evaluate the capacity and prestige of leaders, especially the heads. Units are required to review the progress of each project, clearly identify the causes of delays in order to promptly report and find a way to resolve them.
Third, focus on handling historical backlogs. The province has actively implemented the handover of projects and reorganized investment units according to the two-level local government. In particular, the provincial leaders have directed the handling of 62 backlog projects, long-term construction suspensions, along with the complete resolution of unfinished documents and tasks in the provinces before implementing the merger, creating a clear space in terms of procedures and resources for new projects.
Although the capital is ready, difficulties related to procedures, land, prices, materials, and dumping sites remain the biggest barriers. However, with strong leadership, Phu Thu province has gradually removed these "bottlenecks", as shown by the impressive progress of key projects.
A typical example is the Hoa Binh-Moc Chau Expressway Project. This is a project with a large total investment (8,243 billion VND), which has strategic significance in connecting the region. With the focused direction from the Provincial People's Committee, localities have urgently completed the work of site clearance and resettlement.
Up to now, the site clearance work of the entire project has reached 97%, handing over 32.8/34 km of clean land. The investor and contractor have mobilized maximum human resources and equipment to synchronously construct 4 construction packages, with about 20 main construction teams. As a result, the entire route has been cleared for 10 km, and the disbursement rate has reached 41% (VND 3,385 billion), aiming to disburse 100% of the plan in 2025.
At the grassroots level, political determination is clearly demonstrated through efforts to remove obstacles in land acquisition and clearance in Luong Son commune for the National Highway 6 project to Nhuan Trach Industrial Park (total investment of over 340 billion VND). This project is expected to open up space for urban-industrial development, creating a new connecting axis for the Eastern dynamic region.
Although the land acquisition work has been basically completed, only a few households are still stuck with compensation and resettlement procedures. The specialized agencies have agreed on a handling direction based on the principles of objectivity, transparency and compliance with the law: reviewing all legal documents, verifying the origin of the land, guiding people to complete the procedures, and adjusting and issuing documents in accordance with current regulations.
The Luong Son commune government has set a clear political goal: all problems must be resolved completely and synchronously in early December, and committed to handing over the entire cleared site before December 15 to serve the construction and disbursement on schedule of the province. This commitment is a testament to the responsibility of each agency in the system.
Disbursement of public investment capital is not only the implementation of planned tasks but also the effective use of resources to create a breakthrough in socio-economic development. Capital has been transformed into completed works and projects, opening up new development space and improving people's lives.
A series of major, key projects have been completed and put into use, including: Provincial Cultural and Artistic House, Canh Tang Lake, Ngoi Gianh Lake Canal System, Thao River Left Bank Protection Embankment. Especially the key traffic routes such as the Inter-regional traffic route connecting Ho Chi Minh Road with National Highway 70B, National Highway 32C from Phu Tho Province to Yen Bai, Thanh Thuy - Thanh Son route, and the Inter-regional traffic route connecting Provincial Road 321B - National Highway 70B - IC11 - Ao Gioi Suoi Tien Tourist Area and Au Co Temple.
The completion of inter-regional routes not only shortens travel time, but also expands economic space, creating favorable conditions for sustainable economic restructuring towards urban - industrial - tourism.
With the goal of disbursing 100% of the plan in 2025 and taking the efficiency of public investment capital as a driving force for growth, Phu Tho province is demonstrating and affirming its determination and capacity in implementing key political tasks. Efforts to overcome difficulties in site clearance and procedures, along with impressive disbursement results, are creating strong breakthroughs in the new development stage.
