On the afternoon of January 15th, Comrade Nguyen Hoa Binh , Member of the Political Bureau, Standing Deputy Prime Minister, and Deputy Head of the Government's Steering Committee for Administrative Reform, chaired the ninth meeting of the Steering Committee to assess the results of the implementation of administrative reform in 2024 and to discuss directions and tasks for 2025. The meeting was connected online to all 63 provinces and cities nationwide.

In 2024, with the close and decisive attention and direction of the Government and the Prime Minister , along with the strong involvement of ministries, sectors, localities, and the people and businesses, the review and handling of obstacles and shortcomings in administrative reform were actively implemented, contributing to promoting administrative reform and improving the business environment.
Institutional reform and administrative procedure reform continue to receive attention. The Government and the Prime Minister have devoted time to listening to and engaging with the people and the business community to direct research and address feedback and suggestions regarding mechanisms, policies, and administrative procedures.
During the year, 13 ministries and agencies implemented plans to simplify 313 administrative procedures and citizen documents related to population management in 35 legal documents, bringing the total number of administrative procedures simplified to date to 898, reaching 83%.
The restructuring and streamlining of the organizational apparatus and the improvement of regulations on job positions in agencies and organizations within the political system, as well as the reform of salary policies, continue to show significant progress and achieve positive results. In 2024, Hue City was newly established as a centrally-administered city; 38 district-level administrative units and 1,178 commune-level administrative units were reorganized, resulting in a reduction of 9 district-level units and 563 commune-level units; simultaneously, 137 urban administrative units were newly established or upgraded to accelerate urbanization, striving to achieve 45% urban administrative units by 2025 as stipulated in the Resolution of the 13th National Congress of the Party.

Alongside this, the task of building and developing e-government and digital government continues to be directed by the Government and the Prime Minister to ministries, sectors, and localities for synchronized and decisive implementation, gradually yielding concrete results and good, exemplary models, such as Da Nang, Binh Phuoc, Hanoi, Quang Ninh, Ho Chi Minh City, etc.
According to the Steering Committee's report, from January 1st to December 20th, 2024, the number of electronic documents sent and received on the national document exchange system was over 12.2 million, an increase of more than 4 million documents compared to 2023; cumulatively to date, more than 46.5 million documents have been sent and received on the national document exchange system, an increase of more than 18.3 million documents compared to 2023.
The rate of online applications from ministries and agencies reached 59.57% (almost double compared to 2023); localities reached 56% (1.92 times higher than in 2023). The rate of digitization of applications and results of administrative procedures at ministries and agencies reached 61.4% and at localities reached 67.46%.

At the meeting, delegates analyzed, discussed, and clarified many issues related to the construction and development of e-government and digital government; the construction of a national database; improving the quality and efficiency of administrative procedures for citizens and businesses; and the provision of online public services at the local level.
Speaking at the session, Deputy Prime Minister Nguyen Hoa Binh acknowledged, commended, and highly appreciated the efforts of ministries, sectors, localities, and members of the Steering Committee in actively implementing administrative reform with many positive results in various fields.

Regarding future tasks, the Deputy Prime Minister requested that ministries, sectors, and localities thoroughly and comprehensively implement the overall State administrative reform program for the period 2021-2030; closely adhere to the Party and Government's guidelines on judicial reform to effectively implement assigned tasks; and continue to promote the role and enhance the responsibility of the heads of ministries, sectors, and localities in leading and directing the implementation of administrative reform tasks.
Focus on effectively building institutions to serve the requirements of administrative reform. The Ministry of Interior - the permanent agency of the Steering Committee - will preside over and coordinate with ministries, sectors, and localities to organize a preliminary review of the overall State administrative reform program for the period 2021-2025, and propose key tasks and solutions to accelerate state administrative reform in the period 2026-2030.
The Deputy Prime Minister requested that ministries, sectors, and localities focus on implementing the task of summarizing the implementation of Resolution No. 18-NQ/TW in a comprehensive and effective manner. This includes focusing on implementing the plan for reorganizing the administrative apparatus of state agencies, ensuring prompt action to avoid interruptions or omissions, with the spirit of "Lean - Streamlined - Strong - Efficient - Effective - Effective". Simultaneously, focus on removing bottlenecks in the implementation of administrative procedure reform; strengthening decentralization, delegation of power, and individualization of responsibilities, coupled with inspection and supervision.
Deputy Prime Minister Nguyen Hoa Binh also assigned specific tasks to ministries, sectors, and localities in improving the effectiveness of administrative reform and requested members of the Steering Committee, ministries, sectors, and localities to proactively coordinate closely in the implementation of assigned tasks to promote administrative reform, improve the investment and business environment, and create breakthroughs for development.
