Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Van Son reported on the socio -economic development and national defense and security situation of Tuyen Quang province.
Regarding the work of receiving citizens, handling complaints and denunciations, in recent times, the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee of Tuyen Quang have regularly paid attention to leadership and direction, so this work has had positive changes and become routine.

The number of complaints, denunciations, recommendations and reflections has tended to decrease compared to previous years. The Provincial People's Committee has directed the Provincial Inspectorate and relevant agencies and units to organize inspections and reviews to thoroughly resolve complicated and prolonged cases. In the past time, the whole province has not had any complicated hot spots of complaints and denunciations that affect the security and political situation of the province.
At the meeting, the Provincial Inspectorate reported to the Government Inspectorate Working Group on the results of citizen reception, complaint and denunciation settlement (from 2023 to September 2024) in the province. Accordingly, the whole province has synchronously deployed many solutions to improve the effectiveness of complaint and denunciation settlement. In particular, special attention has been paid to reviewing and including in the plan to focus on resolving citizen petitions.

Specifically, in 2023, 73/100 cases were resolved; in 2024, 71 cases were resolved, and 29 cases related to mechanisms, policies, records and documents are still being resolved. The periodic reception of citizens by heads of agencies and units has been focused on; during the period, heads of units directly received citizens in 97.8% of the receptions (of which, the Chairman of the Provincial People's Committee directly received citizens in 20/22 sessions, reaching 90.9%). The total number of complaints under the authority is 37 complaints, 37 cases. 30 cases have been resolved.
Implementing the Government's direction on promoting digital transformation, Tuyen Quang province continues to promote digital transformation solutions, reform administrative procedures in citizen reception, complaint and denunciation settlement. In particular, implementing online citizen reception to create favorable conditions for citizens to exercise their right to complain and denounce.
Tuyen Quang Province recommends that the Government Inspectorate implement its authority or advise competent authorities to amend, supplement, and issue new legal documents to ensure they are consistent with the actual situation of handling complaints and denunciations; deploy the connection of the National Database on Complaints and Denunciations with the National Database on Population; overcome the limitations of the National Database on Complaints and Denunciations; announce the level of online public services for administrative procedures under the scope of state management to organize unified implementation nationwide.

Along with that, strengthen guidance on professional skills in citizen reception, complaint and denunciation settlement, especially supporting training on citizen reception skills, resolving crowded and complicated cases, cases related to mechanisms and policies of central agencies.
Delegates discussed some difficulties as well as experiences in the work of receiving citizens and handling complaints and denunciations. In particular, focusing on resolving issues arising at the grassroots level. Localities proactively grasp the situation of complaints, newly arising cases, cases that are likely to occur with large crowds and are complicated to promptly advise authorities at all levels to direct and resolve them thoroughly, without becoming "hot spots". Tuyen Quang province also proposed to the Government Inspectorate some contents in the work of receiving citizens, handling complaints and at the grassroots level.
Concluding the meeting, Deputy Inspector General of the Government Duong Quoc Huy emphasized: The work of receiving citizens, handling petitions, and resolving complaints and denunciations has been paid attention to, led, directed, and implemented seriously and effectively by the Chairman of the Provincial People's Committee, as demonstrated by the rate of resolving cases reaching over 81%. At the same time, the head seriously implemented citizen reception.

He requested the province to continue to strictly implement the direction of the Standing Member of the Secretariat and the Government Inspectorate's Plan on coordinating the organization of citizen receptions to serve the Party Congress, in order to ensure absolute safety during the organization of Party Congresses at all levels and the National Party Congress.
At the same time, raise awareness and responsibility of leaders in receiving citizens and resolving complaints and denunciations, striving to resolve complaints and denunciations within their authority to reach over 85%. The province also needs to proactively make a list and review complaints and denunciations to focus on handling them thoroughly. Along with that, proactively enter data and use the National Database in citizen reception activities and resolve complaints and denunciations at the local level.
He also noted the need to strengthen forecasting, grasp the situation, and proactively handle citizen complaints and lawsuits. At the same time, pay attention to the material and spiritual lives of the people due to the severe consequences of the recent YAGI storm. Regarding the province's recommendations, he accepted them to report to the Government Inspector General for consideration and resolution.
