As of now, there is no official regulation on doubling the basic salary from July 1, 2025.

Basic salary is not specified in any legal document, but is only the name of the lowest salary agreed upon by the employee and the employer.
Accordingly, basic salary is the fixed salary that the employee receives according to the agreement in the labor contract, excluding allowances, bonuses, or other additional benefits.
Simply put, base salary is the “fixed” salary that employees are paid based on the work they do, often used as the basis for calculating other payments such as social insurance, overtime, or related benefits.
How to determine basic salary:
- For officials, employees and civil servants in the State sector:
Basic salary = Basic salary x salary coefficient
- For employees working in enterprises and organizations outside the state sector:
Basic salary is determined based on regional minimum wage.
The basic salary in 2025 is currently applied according to the provisions of Decree 73/2024/ND-CP from July 1, 2024 to present. Accordingly, the current basic salary is 2,340,000 VND/month.
Regarding the 2025 regional minimum wage, it is currently applied according to the provisions of Decree 74/2024/ND-CP from July 1, 2024 to present. Accordingly, the current regional minimum wage is: 4.96 million VND (region I); 4.41 million VND (region II); 3.86 million VND (region III) and 3.45 million VND (region IV).
