NDO - On the morning of December 18th, at the Government Headquarters, Prime Minister Pham Minh Chinh attended and chaired the online conference summarizing the work of 2024 and implementing key tasks for the Culture, Sports and Tourism sector in 2025. Also present were Comrade Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department; and representatives of leaders from ministries, branches, and central agencies. The conference was broadcast live to 774 locations nationwide.


According to the Ministry of Culture, Sports and Tourism, in 2024, the Ministry focused on reviewing and promoting the amendment, supplementation, and completion of specialized policies and laws with 20 legal documents, contributing to removing "bottlenecks" and "obstacles" and initially creating a space for development.

In 2024, the preservation and promotion of traditional cultural values ​​and cultural heritage continued to achieve new successes; the construction of a grassroots cultural environment yielded encouraging results, contributing to the enhancement of a healthy cultural environment and promoting the values ​​and roles of family, community, and society. In 2024, the development of literature and art continued to achieve many positive results. Creative activities in literature and art became increasingly vibrant, rich in content, and diverse in expression; digital transformation and the application of modern technology received initial attention, promoting innovation in creative thinking, production methods, performance, and promotion of literature, art, and film, becoming a bright spot in the country's literary and artistic landscape.

The year 2024 marked a transformation in the cultural industry, from policy to practice. The cultural industry is becoming a trend and is identified as an important, sustainable component contributing to the country's growth; policy mechanisms related to promoting creativity continue to be improved; and the organization and enforcement of laws on copyright and related rights have progressed. In 2024, the implementation of the Law on Physical Education and Sports and its guiding documents continued, and state management of sports was strengthened, yielding certain results; strategic planning, policies, and the implementation of sports projects, programs, and movements received attention; and the training of athletes, human resource development, and the organization of sports competitions continued to improve. Many sports activities linked with culture and tourism have proven highly effective, attracting the attention of many localities, organizations, and the public, and mobilizing social resources for development.

In 2024, continuing the recovery process, the Ministry, in coordination with other ministries, sectors, and localities, will seriously and actively implement measures to promote tourism development, based on the Politburo's Resolution No. 08-NQ/TW on developing tourism into a key economic sector, the 2017 Tourism Law, Government resolutions, and the Prime Minister's directives on tourism development with the motto "Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized, and friendly destination." In 2024, the number of international tourists to Vietnam is estimated at 17.5 million, an increase of 38.9% compared to the same period in 2023; domestic tourists are estimated at 110 million, an increase of 1.6% compared to the same period in 2023. Total revenue from tourism is estimated at approximately 840 trillion VND, an increase. 23.8% compared to the same period in 2023…

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the fields of culture, sports, and tourism are the culmination of the past, present, and future; a bright and attractive destination for the future. Culture is the inherent strength of the nation; sports is the health of the country and the Vietnamese people; tourism is the image, promotion, and inspiration of Vietnam to international friends, encouraging us to build a culture rich in national identity.

The Prime Minister stated that, more than 80 years ago, the Outline on Vietnamese Culture identified the particularly important, comprehensive, and profound role of culture with three principles: "national," "popular," and "scientific." The late General Secretary Nguyen Phu Trong emphasized: "Culture is the soul of the nation," and "If culture remains, the nation remains; if culture is lost, the nation is lost." General Secretary To Lam directed: "Focus on the fundamental values ​​of culture, national traditions and ethics, the essence of human culture, the core and humanistic values ​​of Marxism-Leninism, Ho Chi Minh Thought, and the Party's platform and guidelines."

The Prime Minister suggested that the Ministry of Culture, Sports and Tourism should internationalize Vietnam's rich national culture to the international community through culture, sports, and tourism; and incorporate the best aspects of the world related to culture, sports, and tourism. This is of great importance. The mission of the Ministry of Culture, Sports and Tourism is to do this because it is the vanguard and main force on this front.

On behalf of the Government, the Prime Minister extends his warmest greetings, heartfelt regards, and best wishes to all comrades, delegates, and all officials, civil servants, artists, actors, athletes, workers, and those working in the fields of culture, sports, and tourism throughout the country.

The Prime Minister stated that in 2024, our country achieved many great accomplishments, meeting all 15 targets, especially GDP growth, increased per capita income, and a larger economy; total factor productivity also increased; national defense and security capabilities were significantly strengthened, consolidating and enhancing the strength of the nation. For culture to develop, political stability, a peaceful environment, cooperation and development, independence, sovereignty, and territorial integrity are maintained; and social welfare is implemented effectively with the spirit of leaving no one behind.

We are confident in achieving these goals thanks to our nation's glorious historical and cultural traditions. We are also promoting three strategic breakthroughs, including developing cultural infrastructure; actively developing a digital government, digital society, and digital citizens; a streamlined, efficient, and effective administrative apparatus, linked to restructuring the workforce of officials and civil servants; improving the material and spiritual lives of the people; and engaging in active, effective, and vibrant foreign relations to enhance the country's position, role, prestige, and economic potential, translating these achievements into tangible material and spiritual results. This is an impressive achievement given the current difficult global economic conditions, declining aggregate demand, and slower growth compared to last year.

The Prime Minister affirmed the bright spots of the sector: a continued strong shift in thinking from "doing cultural work" to "state management of culture." Institutions and mechanisms have been perfected, and the Party and State's guidelines and policies on culture, sports, and tourism have been concretized and developed, becoming increasingly complete, comprehensive, and profound, with tourism being a highlight. The work of preserving, restoring, and promoting traditional cultural values ​​and cultural heritage continues to achieve new successes; many major cultural events have been successfully organized, mobilizing widespread public participation. People are increasingly enjoying culture, sports, and the fruits of tourism.

The Prime Minister affirmed that these achievements were thanks to the leadership of the Party, the leadership of the State, and the pioneering role of the sector. Most importantly, thinking is changing, and the values ​​of people, culture, and the nation are undergoing positive transformation; therefore, these values ​​must be transformed into resources for national development in this era of national progress.

On behalf of the Government, the Prime Minister acknowledged and commended the efforts and achievements of the entire Culture, Sports and Tourism sector nationwide in 2024, which significantly contributed to the overall socio-economic development of the country.

The Prime Minister also emphasized that we still need to confront the limitations and shortcomings that need to be addressed. Regarding the causes and lessons learned, the Prime Minister stressed the importance of closely adhering to the Party's guidance and leadership, the State's management, the support and agreement of the people, and the assistance of international friends to develop the sector and fulfill its functions, tasks, and powers according to the set objectives. He stressed the need to promote self-reliance, self-sufficiency, and self-strength; to accurately and effectively grasp the situation; to respond flexibly with timely and effective policies; and to strengthen and promote positive aspects, traditions, and inherent strengths of the sector.

Close coordination among agencies within the political system is essential; cultivating passionate, dedicated, responsible, and enthusiastic individuals, especially leaders, is crucial; and treating the work of the sector as one's own family is vital. Active, proactive, and comprehensive international integration is essential. The people must be able to fully enjoy the achievements of the Culture, Sports, and Tourism sector.

Regarding the direction and tasks for 2025 and beyond, the Prime Minister stated that 2025 is a year of special significance, with many important events for the country, including the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of the birth of President Ho Chi Minh, and the 80th anniversary of the founding of the nation. We must also review the goals and tasks, and at the same time, streamline the organizational structure. 2025 is also the year of holding Party congresses at all levels, leading to the successful 14th National Party Congress, ushering in a new era of national growth, development, and prosperity.

Emphasizing the very high and challenging goals and tasks set, the Prime Minister requested that the 2025 growth target must be higher (over 8%) than the target set by the Central Party Committee and the National Assembly. This will create momentum and strength for double-digit growth in the next term, thus achieving the two centenary goals (2030, the 100th anniversary of the founding of the Party; 2045, the 100th anniversary of the founding of the nation) with the spirit of "The Party has directed, the Government has agreed, the National Assembly has concurred, the people support, and the nation expects – we should only discuss action, not retreat."

Regarding tasks and solutions, the Prime Minister emphasized that the sector must improve its institutions because institutions are both the "bottleneck of bottlenecks" and the "breakthrough of breakthroughs," and a resource for development. He stressed the need to mobilize all resources for development; reduce administrative procedures for citizens and businesses; strengthen decentralization and delegation of power with the spirit of "local authorities decide, local authorities act, local authorities take responsibility," ending the practice of requesting and granting favors, abandoning the mindset of "if you can't manage it, ban it"; and that breakthroughs and innovations must have a clear direction.

Developing hard and soft infrastructure for culture, sports, and tourism, infrastructure connecting historical and cultural sites and tourist destinations, and tourism, sports, and cultural institutions; prioritizing the development and application of digital infrastructure based on databases and artificial intelligence in the sector; training high-quality human resources for the sector, especially in the fields of culture and sports, requires mechanisms and policies for training, starting from a very early age.

The Prime Minister noted that the lifespan of the sports sector's contributions is not long, therefore, there must be both general and specific mechanisms and policies to retain talent; there must be mechanisms, policies, and sanctions to encourage those who dare to think, dare to act, dare to innovate, and deal with those who evade or shirk responsibility. The sector must proactively and creatively propose mechanisms and policies.

Mobilizing resources for development; the main resources come from mechanisms and policies. State financial resources are merely seed capital to guide and activate all resources of society, the people, and businesses. Therefore, we need to amend the Investment Law according to the public-private partnership method. The issue is that we must have mechanisms and policies to mobilize all resources. In addition to existing resources such as finance, land, and human resources, institutions, mechanisms, and policies are also measures to mobilize resources that we need to consider. To develop the cultural and entertainment industry, we need these resources. We must mobilize the strength of society, the people, and businesses through mechanisms and policies to develop the industry and create a cultural and entertainment industry.

The management of the Culture, Sports, and Tourism sector must be smart, and to be smart, it needs a robust sectoral database. Therefore, the sector must invest heavily in intellectual resources, transforming existing resources into higher added value. It must build exemplary models, best practices, and successful approaches to create momentum and trends for development. It must create conditions, opportunities, and mechanisms for people to enjoy a rich national culture, to enjoy sports that contribute to a healthier and stronger nation, and to enjoy tourism that provides motivation and inspiration for the nation and international friends.

The Prime Minister emphasized that in 2025, the Culture, Sports and Tourism sector must accelerate, achieve breakthroughs, and surpass 2024 results with innovative thinking, strategic vision, foresight, deep consideration, and large-scale actions; leveraging intellect and courage, valuing time, being decisive and resolute, and effectively implementing the set goals, tasks, and solutions. Developing mass sports and physical education extensively, and developing high-performance sports intensively; truly developing tourism as a key economic sector must be linked to culture, physical education, and sports. To achieve this, the mindset must be clear, the determination must be high, the efforts must be great, and the actions must be decisive.

The Prime Minister emphasized that the beloved President Ho Chi Minh, the great National Hero and World Cultural Figure, once affirmed: "Culture illuminates the path for the nation to follow." The culture of the Vietnamese nation – with its history spanning thousands of years – is the enduring strength of the nation; the development of physical education and sports is an objective requirement, a mandatory demand, contributing to the formation of a strong and healthy nation, bringing health to its people; tourism is a key economic sector. Therefore, the Culture, Sports and Tourism sector plays an extremely important role, with profound and far-reaching impacts, encompassing the entire population, comprehensively, and globally, being both urgent and strategically important for the economic and social development and national defense. The Prime Minister hoped that the sector would continue to uphold its glorious traditions to enter a new phase with enthusiasm, determination, and abundant resources.
