This afternoon, March 20th, the Standing Committee of the Quang Tri Provincial People's Council held its 49th session to review the results of monitoring the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically land and buildings of agencies, organizations, and units under the province's management and reorganization scope for the period 2018-2024; to consider the plan for transferring provincial budget funds (phase 1) from 2024 to 2025; the plan for using increased provincial budget revenue in 2024; and to provide opinions on standards and norms for the use of specialized machinery and equipment in the health sector and other matters within its authority. The session was chaired by the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang; and the Vice Chairmen of the Provincial People's Council. In accordance with Decision No. 239/QD-HĐND dated August 15, 2024, of the Standing Committee of the Provincial People's Council, the supervisory team of the Standing Committee of the Provincial People's Council has completed the supervision of the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically buildings and land, of agencies, organizations, and units under the management of Quang Tri province during the period 2018-2024.
According to statistics as of February 26, 2025, the province has a total of 2,615 public land and property assets. Of these, 702 out of 2,615 assets, accounting for 26.84% of the total assets, are under the province's management and have not yet been issued land use right certificates. This includes 1,258 assets belonging to agencies and organizations, and 1,357 assets belonging to public service units under the province's management and use.
The business plans for leasing, joint ventures, and partnerships involving public assets, specifically land and buildings, at public non-profit organizations during the 2018-2024 period primarily concern assets on land that are not being utilized to their full capacity. During this period, the Provincial People's Committee approved eight plans, which generally complied with regulations.
Regarding the reorganization and handling of some properties and land belonging to central government agencies located in the province, the Provincial National Assembly Delegation has monitored the process and sent monitoring conclusions to relevant units. The Provincial People's Committee and central government agencies have issued numerous documents requesting central government agencies to handle surplus and unused assets in the province.
Besides the achievements, the management and use of land and buildings by some agencies, organizations, and units have at times been lax, failing to provide timely advice on handling issues, resulting in many years of unused land and buildings causing waste. Land management and the issuance of land use right certificates by agencies have not been given sufficient attention or synchronization, leading to difficulties and inadequacies in the performance of their duties, and many land and buildings have not yet been issued land use right certificates...
Regarding the plan for using the increased provincial budget revenue in 2024, the Provincial People's Committee proposed using 451.9 billion VND to allocate resources for implementing salary policy reforms as prescribed, and to implement local policies such as housing support for revolutionary veterans, support for building new houses for poor households, and support for officials, civil servants, employees, and non-specialized workers at the commune level in implementing organizational restructuring.
Regarding the unified plan for using savings from expenditures and other provincial budget funds (Phase 1) in 2024, the Provincial People's Committee proposes that the Provincial People's Council agree to transfer the savings from expenditures and other provincial budget funds (Phase 1) in 2024 to 2025 for continued monitoring and implementation, with a total budget of over 356.3 billion VND.
Concluding the session , the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, highly appreciated the Provincial People's Committee's management of public assets in the past period.
Besides the achievements, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also pointed out existing shortcomings and limitations, emphasizing the responsibility of relevant departments, agencies, and localities for failing to establish mechanisms for managing and utilizing land and housing facilities, and for decentralization and delegation of authority as prescribed by law.
The review and adjustment of land use plans for properties used for purposes other than intended or not in use have not been carried out in conjunction with the results of the restructuring and handling of these properties. The inspection and monitoring of the implementation of restructuring and handling plans have not been given sufficient attention.
In the coming period, it is requested that the Provincial People's Committee continue to manage and improve the efficiency of the management, use, and rearrangement of public assets, including buildings and land of agencies, organizations, and units, to serve the socio-economic development of the locality.
The Standing Committee of the Provincial People's Council also agreed with the proposals of the Provincial People's Committee regarding the plan to transfer provincial budget funds (phase 1) from 2024 to 2025, the plan for using increased provincial budget revenue in 2024; and the standards and norms for the use of specialized machinery and equipment in the health sector.
