Finding solutions to promote investment in Vietnam's agricultural tourism real estate

On the afternoon of May 25th, the Conference on Development Solutions and Investment Promotion: Vietnam's Agricultural Tourism Real Estate was held at the National Exhibition Center for Architecture, Planning and Construction, organized by the Vietnam Real Estate Association (VnRea) and the Vietnam National Administration of Tourism.

This is the first time a large-scale event discussing solutions and investment promotion in agricultural tourism real estate has been held, aiming to create an action plan with interconnected solutions to generate new momentum and impetus for the development of agricultural and rural tourism.

The Resolution of the 13th National Congress of the Party, Resolution 08-NQ/TW dated January 16, 2017, of the Politburo on developing tourism into a key economic sector, emphasized: “Developing tourism is the responsibility of the entire political system, all levels and sectors, and the whole society, with the close leadership and guidance of Party committees at all levels; strongly promoting the driving role of businesses and the community, with unified management by the State; and concentrating national resources on tourism development.”

The Conference on Development Solutions and Investment Promotion: Vietnam's Agricultural Tourism Real Estate was organized with the goal of attracting investors with financial resources, management expertise, and high-quality human resources to participate in the renovation of agricultural real estate to serve the development of agricultural and rural tourism, creating new momentum and impetus for the development of the real estate market.

Dr. Nguyen Van Khoi – Chairman of the Vietnam Real Estate Association – stated that the conference was organized with the desire to collaborate with real estate businesses, localities, and various sectors to propose solutions to overcome difficulties in the real estate market, including agricultural, forestry, and fishery real estate serving the tourism industry.

One of the key issues is the synchronization of laws, policy mechanisms, planning, and investment development and management programs across sectors such as tourism, real estate, and agriculture, with land use planning and plans.

Agricultural tourism is still developing spontaneously and on a small scale.

Speaking at the conference, Assoc. Prof. Dr. Nguyen Quang Tuyen - Vice Chairman of the Council and Head of the Faculty of Economic Law, Hanoi Law University, shared that the government's attention to agricultural tourism development policies has created momentum for this sector.

However, agricultural tourism still largely develops spontaneously, on a small scale, lacking a structured, professional strategy like other real estate segments. One of the reasons is the lack of a legal framework to regulate and encourage capable domestic and foreign investors to participate in the systematic and professional development of agricultural tourism real estate, creating the infrastructure and accommodation facilities to attract and retain tourists when experiencing and exploring agricultural tourism.

Therefore, the State needs to quickly review, amend, supplement, and perfect the legal framework for the real estate market in general and the agricultural tourism real estate market segment in particular, ensuring consistency and uniformity.

When finalizing and amending the Land Law, the Real Estate Business Law, etc., it is necessary to add some provisions to create a fundamental legal basis for the smooth, synchronized, and healthy operation and development of agricultural tourism real estate, and then further specify it through decrees and circulars guiding its implementation.

Accordingly, the draft Land Law (amended) needs to include a provision in Article 3, under the section on definitions, specifying how agricultural tourism land should be understood.

According to Associate Professor Dr. Nguyen Quang Tuyen, this type of land is used for agricultural production, but not purely agricultural production. Instead, it combines agriculture with tourism, creating agricultural products while also serving the needs of domestic and international tourists for tourism, relaxation, accommodation, exploration, and experiences.

Mr. Nguyen Van Chung, Senior Specialist and Head of the Department of Cooperative Economics and Rural Development, believes that policies encouraging the development of farm-based economies in agriculture are essential for agricultural and rural development. On May 24, 2022, the Ministry of Agriculture and Rural Development submitted a proposal to the Prime Minister requesting the drafting of a Decree on policies to encourage the development of farm-based economies.

On June 21, 2022, the Government Office issued a document notifying the opinion of Deputy Prime Minister Le Van Thanh, who agreed to the Decree on policies to encourage the development of farm-based economy as described above. Once promulgated by the Government, this Decree will remove obstacles for both farm owners and state management agencies, creating a legal framework for the development of the farm-based economy.

Two major advantages of Vietnam

According to Mr. Pham Thanh Tung, Deputy Director of the Institute of Agricultural Tourism Economics - Vietnam Union of Science and Technology Associations, Vietnam has two major advantages in developing agricultural tourism.

Firstly , Vietnam has a long-standing agricultural tradition. Our country has a large agricultural workforce with a resilient, hardworking nature and extensive farming experience. Vietnam's climate is also very favorable for the development of many different plant and animal breeds.

Secondly , Vietnam is located in the heart of Southeast Asia; it serves as a land transportation link between Cambodia and Laos to the East Sea; and it also has many advantages in terms of air and sea transportation.

"If we can leverage these two advantages, agricultural tourism in Vietnam will be boosted and bring many socio-economic benefits," Mr. Tung said.

Specifically, when agricultural tourism in Vietnam is developed to its full potential, it will contribute to creating more jobs for people and increasing income for farming households. This will then promote rural economic development. In particular, developing agricultural tourism in the right way will also preserve and conserve heritage and develop the traditional culture of Vietnam's ethnic groups.

Furthermore, promoting agricultural tourism also helps Vietnam anticipate global tourism trends; create unique tourism products to enhance Vietnam's competitiveness; and boost the development of related tourism and agriculture sectors such as freight transport, consumer goods, and education.

Therefore, Vietnam needs to establish a national brand for agricultural tourism. Only with consensus among government agencies, businesses, and the people can Vietnam develop a sustainable agricultural tourism model.

The conference focused on issues surrounding government and local policies and investment opportunities… All of these were thoroughly researched, analyzed, and presented with information by experts at the conference.

Through this conference, the organizers expect to contribute to the development of agricultural and rural tourism, help localities understand the trends and needs of investors, and create opportunities for international exchange at the local level, thereby promoting local economic development.
