Reorganize Phuoc Diem Border Guard Station into Ca Na Port Border Guard Station

At the ceremony, the leaders of the Provincial Border Guard Command announced Decision No. 2785/QD-BQP dated July 29, 2024, of the Minister of National Defense on reorganizing Phuoc Diem Border Guard Station into Ca Na Port Border Guard Station; Decision No. 1919/QD-TM dated July 1, 2024, of the Chief of General Staff on promulgating the organizational structure and staffing of Ca Na Port Border Guard Station; and the Decisions of the Border Guard Command Headquarters and the Provincial Border Guard Command on consolidating the Party organization, transferring officers, and appointing positions for Ca Na Port Border Guard Station.

Accordingly, the Ca Na Port Border Guard Station is the specialized force responsible for monitoring border security at the port, docks, and port waters; registering the activities of individuals entering, exiting, and operating in the Ca Na port border area in accordance with the law. The unit is tasked with leading and coordinating with specialized state management agencies at the Ca Na port border gate, local authorities, and port enterprises to manage and maintain security, order, and social safety in the border area in accordance with the law, directives from superiors, and coordination regulations with other forces; and carrying out assigned tasks related to border guard foreign affairs.

Preside over and coordinate with relevant forces in managing and protecting security and order in the assigned area. Lead and coordinate the implementation of operational measures at border gates, monitoring, registering, and inspecting people and vehicles entering, exiting, and operating at the border gate; maintain operations at the port area, wharves, port waters, and vessels at Ca Na port. Perform border control and surveillance duties; process entry, exit, transit, and port transfer procedures for Vietnamese and foreign vessels arriving at and departing from the port; promptly detect, handle, or coordinate the handling of incidents related to border gate operations, and handle administrative violations within their authority…

Speaking at the ceremony, the Standing Deputy Secretary of the Provincial Party Committee emphasized: The reorganization of Phuoc Diem Border Guard Station into Ca Na Port Border Guard Station meets the practical requirements when the Ca Na international seaport comes into operation, aiming to carry out border inspection and supervision tasks and maintain security, order and social safety in the border and border gate area in accordance with the law.

Therefore, to ensure that the Border Guard Force fully performs its functions, duties, and powers at the port border gate as prescribed, the Standing Deputy Secretary of the Provincial Party Committee requested the Provincial Border Guard Command to strictly implement the Decisions of the Ministry of National Defense on reorganizing Phuoc Diem Border Guard Station into Ca Na Port Border Gate Border Guard Station; to quickly perform all functions, duties, and powers of the Border Guard Force in the port border gate area as prescribed by law, contributing to promoting the socio-economic development of the locality. He urged the prompt organization and deployment of forces and equipment, and the implementation of border guard measures to ensure that the Ca Na Port Border Gate Border Guard Station quickly fulfills its assigned tasks. He also instructed the Provincial People's Committee to direct relevant departments, agencies, and localities to urgently find solutions to allocate land for the construction of the Ca Na Port Border Gate Border Guard Station as soon as possible.

Regarding the Ca Na Port Border Guard Station, the comrade requested that after reorganization, stability be quickly achieved in all aspects; officers and soldiers should uphold the spirit of solidarity, revolutionary vigilance, possess good moral character, be proficient in their professional skills, and have a firm grasp of Vietnamese law and international practices; ensuring the performance of duties in accordance with regulations, effectively combating various types of crimes exploiting the border gate area, while also ensuring good foreign relations and participating in local socio-economic development. At the same time, they should do a good job of disseminating information to businesses and people to ensure strict compliance with regulations on managing and protecting security and order at the port border gate. The comrade also requested that the Party Committee and the Provincial Border Guard Command pay attention to leading and directing the development of forces, especially those at the port border gate, to ensure the unit performs its duties effectively and efficiently, meeting the requirements of the assigned tasks.
