Scientific seminar "Enhancing the grasp and orientation of public opinion in implementing health sector policies"

NDO - On the morning of November 12, in Hanoi, the Institute of Social Opinion and the Department of Social Affairs, the Central Propaganda Department, in coordination with the Ministry of Health, co-organized a seminar on "Improving the quality of work in grasping and orienting public opinion, contributing to the effective implementation of policies of the health sector".

More than 20 presentations and direct comments from the leaders of the Institute of Social Opinion, the Department of Social Affairs - Central Propaganda Department and the Ministry of Health , along with experts and collaborators of social opinion at the central and Hanoi levels focused on clarifying a number of issues on methods of grasping, orienting and the current state of public opinion in the health sector; at the same time, many practical recommendations were proposed to improve the quality of grasping and orienting public opinion, contributing to the effective implementation of policies of the health sector...

In recent times, public opinion has agreed with the humane and humanitarian health insurance policy of our Party and State, as well as being proud of and appreciating the achievements, efforts, and sense of responsibility of the community of leaders, doctors, and health workers in organizing medical examination and treatment, primary and specialized health care, gradually overcoming limitations, shortcomings, and correcting negative manifestations.

By the end of 2023, nationwide, the health insurance coverage rate had reached 93.35% with more than 93 million participants. Of which, the State has paid and supported health insurance for 15 subjects, from those with revolutionary contributions, policy families, poor households, cadres, civil servants, and public employees to children under 6 years old. All levels, sectors, and many organizations have promoted, mobilized, and presented health insurance books to the remaining subjects.

At the same time, there have been more than 150 million people using health insurance for medical examination and treatment with the fund paying more than 100 trillion VND. The health insurance medical examination and treatment system is well organized from the central to local levels, including public and private medical examination and treatment facilities, which has facilitated people to access and use health insurance medical examination and treatment services.

The health insurance policy has contributed to reducing direct expenditure from household budget for health services, creating fairness in health care, especially for vulnerable groups in society, such as the poor, near-poor, disabled, people under social protection, children under 6 years old. In many cases, the Health Insurance Fund has paid for medical examination and treatment costs in the year up to billions of VND.

However, public opinion is still concerned about a number of issues when participating in health insurance, such as medical examination and treatment procedures; costs and quality of medical services; health insurance fraud, as well as the sale and "falsification" of documents related to social insurance and health insurance.

Grasping and orienting public opinion is an important information channel that helps Party committees and authorities promptly take specific measures in leading, directing the development and implementation of political tasks of localities and units; orienting public opinion and creating high consensus among all classes of people on policies and guidelines in all areas of social life.

To enhance the grasp and orientation of public opinion to improve the effectiveness of implementing health insurance policies in the coming time, delegates proposed: Strengthening the survey, collection and grasp of public opinion and people's aspirations through different channels and widely disseminating information on the rights and obligations of health insurance participants; promoting the role and responsibility of all levels, sectors, organizations, agencies and units in propagating, mobilizing, supporting and helping people to participate in health insurance.

The health sector continues to innovate its thinking and working methods, overcome shortcomings and inadequacies; focus on building and developing the grassroots health network and improving the quality of medical examination and treatment under health insurance in the spirit that all people are monitored and cared for regularly and continuously, and are provided with information on the quality of medical examination and treatment facilities under health insurance to exercise their right to choose; widely deploy the authentication of biometric information on chip-embedded citizen identification cards in medical examination and treatment under health insurance.

In particular, it is necessary to strengthen the leadership of Party committees at all levels in the work of grasping and orienting public opinion; innovate the content and methods to improve the quality and effectiveness of public opinion work in the spirit of closely following the reality of social life, focusing on the grassroots, targeting each specific subject associated with events and political tasks of localities and units.

At the same time, continue to improve the network of social opinion collaborators of the health sector in particular and social opinion collaborators of agencies and units with solid capacity and professional qualifications; maintain hotlines and suggestion boxes to promptly detect and report cases of agencies, units and enterprises that have not properly implemented health insurance and social insurance policies; grasp public opinion on medical examination and treatment of medical facilities for the people (medical examination and treatment process; connecting medical examination and treatment lines under health insurance; improving the sense of responsibility and medical ethics of medical staff, doctors and medical staff...).

Public opinion is a mirror reflecting the Party's guidelines and policies and the State's laws; reflecting the people's thoughts and aspirations towards the Party's policies and the State's laws. Proactively grasping public opinion will help Party committees and authorities to formulate policies and decisions that are in accordance with regulations and in line with the people's wishes, promptly resolve arising issues, ensure political stability, social order and safety, and effectively combat the sabotage tricks of hostile forces.
