General Secretary: Determine the general goals and strategic breakthroughs in the next term

On the morning of July 18, the 12th Conference of the 13th Party Central Committee solemnly opened in Hanoi .

At this Conference, the Central Committee focused on discussing and giving opinions on three major groups of contents. These are the group of contents on the preparation work for the 14th National Party Congress; the group of contents on creating a political and legal basis for the goal of continuing to reform and innovate the country in the coming time; and the group of contents on personnel work.

Speaking at the opening of the Conference, General Secretary To Lam emphasized that the Conference is of special importance, convened nearly 3 months earlier than planned, demonstrating the proactive, urgent and highly responsible spirit of the entire Party in comprehensively and thoroughly preparing the contents to be presented at the 14th National Congress of the Party.

The General Secretary stated that this Conference takes place in the context of the entire Party, people and army changing the state from "Running and lining up" to "Straight lines, clear paths, united in moving forward" towards the future.

From the central level to 34 provinces and cities and 3,321 communes, wards and special zones, the entire political system and administrative system are operating in the direction of innovating the organizational apparatus, improving the quality of governance and scientific management, limiting intermediaries, eliminating overlapping functions, being closer to the people, serving the people better.

This is a breakthrough in the organization of the political system, demonstrating the Party's strong determination to establish a modern, honest, streamlined and people-oriented governance institution.

What is especially valuable is that the above-mentioned major policies and historic strategic decisions have been receiving strong support, positive response and deep trust from all walks of life.

The people of the whole country have expressed great expectations for the Party's innovation cause, and believe in the strategic vision, political mettle and revolutionary ethics of the contingent of cadres and Party members. This is a solid and valuable socio-political foundation for us to continue moving forward in the new era.

Because of the special importance of the contents presented at the Conference, the General Secretary suggested that the Central Committee should focus its intelligence, thoroughly discuss core issues, and objectively and comprehensively evaluate the achievements and limitations of the XIII term from the perspective of those participating in policy making and policy implementation, thereby clearly identifying the causes and drawing profound lessons, especially in the leadership, direction, and organization of the implementation of the Party's Resolutions; contribute comprehensive, specific, and scientific opinions on the content of summarizing theoretical and practical issues on the socialist-oriented innovation process over the past 40 years, especially the lessons learned to serve as a basis for the next innovation process in the new period.

The General Secretary requested to identify the general goals and strategic breakthroughs in the coming term: rapid and sustainable development on the basis of science and technology, innovation and digital transformation; continue to perfect the socialist-oriented market economic institution, with State management, under the leadership of the Party; build a service-oriented administration and modern public administration; build a socialist, disciplined and progressive rule-of-law State; set out major orientations on protecting national independence and sovereignty, maintaining political and social stability; build a solid national defense and people's security in the new context; proactively and actively integrate more comprehensively, deeply and substantially into world politics, the international economy and human civilization.

The General Secretary emphasized the need to clearly define the direction of personnel work for the 14th Central Executive Committee. This is an especially important issue that will directly affect the success or failure of the entire next term.

Personnel must ensure standards and conditions, have strong political will, innovative thinking, pure ethics, act decisively for the collective, for the people, put the interests of the nation and people above all else. Must comply with Uncle Ho's teaching "Cadres are the root of all work".

The General Secretary noted that comments on the Draft Report on the Summary of Party Building Work and the Implementation of the Party Charter should focus on the directions, tasks, and solutions for Party building work during the 14th Congress term, paying special attention to the organizational model and cadre capacity according to the two-level local government model. Proposing amendments and supplements in line with the practical work of Party building in the new period, emphasizing the work of inspection, supervision, and Party discipline in addition to recommendations for synchronous amendments to the system of regulations on cadre work, planning, and decentralization of management; standards and criteria for cadre assessment; system of titles and positions; political theory training... building the Charter is not only a legal framework but also the "soul" of Party discipline, the foundation for maintaining solidarity and unity within the entire Party.

The General Secretary emphasized contributing ideas to continue perfecting the national legal system according to the new development model.

With the transformation of socio-economic administrative space, the legal system must also be improved, ensuring unity and synchronization, paving the way for new things, protecting what is right, removing barriers, and untangling institutional bottlenecks.

The law must facilitate the realization of the goal of a rich people, strong country, democracy, fairness, civilization, and for the people.

The General Secretary requested comments on integrating the contents of three reports: Political Report, Socio-Economic Report, and Party Building Summary Report into a new "Political Report" to be presented to the 14th Congress.

The General Secretary requested to continue contributing opinions to the Central Government on the work of managing and operating the two-level government apparatus that is being implemented; it is necessary to reflect on the reality of each locality and base what difficulties they have, what support they need from the Central Government in addition to the efforts of the locality, cadres, civil servants, public employees, and workers to achieve the goal of stabilizing, developing, and improving all aspects of people's lives.

The General Secretary stated that in order to complete a huge amount of work in a short time, the requirement is that each member of the Central Committee must promote a high sense of responsibility, concentrate their intelligence, discuss democratically, frankly, objectively and receptively; must put the interests of the nation and people above all else; and not let any local interests, personal feelings or deference or avoidance affect the quality of policy decisions.

Each contribution at this Conference is not only meaningful to the content of the document, but also plays a role in forming our Party's strategic direction from now until 2030 and vision to 2045 and 2050.

The General Secretary believes that with the tradition of solidarity, discipline and order of the Party Central Committee; with the intelligence, will to innovate and the aspiration to develop a prosperous and happy country, the 12th Central Conference will be a great success, creating a solid momentum for the preparation work for the 14th Party Congress, meeting the expectations of the entire Party, people and army.
