In development investment expenditure, there is still a situation of capital allocation when conditions are not met, not included in the medium-term public investment plan, allocation beyond implementation capacity, or exceeding actual needs; low disbursement rate, capital plans must be adjusted or canceled; many projects are not designed economically; implementation progress is slow, slow putting into use reduces investment efficiency, causing waste of resources.

There are still cases of land allocation and leasing in violation of regulations; land use without a decision or land lease contract; failure to declare and pay land rent, failure to adjust land rent unit prices after the stabilization period; determination of land prices and locations of land plots is not appropriate; exemption and reduction of land rent without complete documents, for wrong subjects.
