According to Ho Chi Minh City's enrollment plan for the 2025-2026 school year, the most important factor is the current place of residence.

3 key factors for admissions
Accordingly, the enrollment process for the 2025-2026 school year will be conducted as follows:
The Department of Education and Training advises the People's Committee of Thu Duc City and the districts and communes to build flexible enrollment areas based on three factors: the distribution of schools and classes in the locality, the number of children in the enrollment age group, and the students' "current residence" information from the industry database.
Simultaneously, the city's shared digital map system will be used to calculate students' travel distances, without allocating students according to administrative ward boundaries, in order to facilitate students attending school near their current residence and in accordance with the local situation.
For schools located on the border between different localities, the admissions steering committee for the first grade needs to develop a suitable admissions plan, creating favorable conditions for students to attend school near their current residence.
The registration process for primary and secondary school enrollment is conducted online at https://tuyensinhdaucap.hcm.edu.vn (referred to as the city's enrollment website), using the student's identification code and following the instructions of the Department of Education and Training.
The information used in the admissions process is guaranteed to be 100% extracted from the city's education sector database system. For units requiring data connection through other methods, full compliance with information security and safety requirements for both data transmission and reception is required.
2 groups of students admitted to the first grade.
The Ho Chi Minh City People's Committee announced that this year's enrollment process for the first grade will divide students into two groups, including:
+ Category 1: Priority admission for the following cases:
* For Grade 1: Students must have a "current residence" within the specified area and be within the age range;
* For grade 6: Students must have a "current residence" within the designated area, have completed primary school, and be within the specified age range.
+ Category 2: Students who wish to study in an area outside their actual place of residence.
* For category 2, the Steering Committee for Primary School Admissions in Thu Duc City and its districts and counties needs to issue a document clearly defining the priority groups for admission consideration, creating a legal basis for classification.
This could include prioritizing admissions based on the specific circumstances of each region, such as:
Students who have completed preschool or primary school in the area.
Students whose father or mother works in the area (industrial zones, agencies, or organizations located in the area).
Students whose "current residence" according to VNeID is located in areas bordering districts, counties, and Thu Duc City.
Students transferring from other provinces.
Students who fall under specific local circumstances.
This priority objective is to facilitate parents in dropping off and picking up their children, and to supplement the student population in localities with low enrollment numbers due to regional characteristics.
Priority regulations must be clearly and specifically stated in each locality's enrollment plan, ensuring transparency and openness.
Cases that do not qualify for priority consideration will be reviewed last, based on the remaining quotas of the schools and the decision of the local primary school admissions steering committee.
