At the 6th session, the Ho Chi Minh City People's Council approved a policy to support attracting group visitors to attend conferences and seminars combined with tourism in the city.
Supported subjects include travel businesses, event organizers, conferences, seminars, exhibitions combined with tourism tours... directly bringing visitors to Ho Chi Minh City.
According to regulations, each group must have at least 100 guests, stay at least 3 nights and in addition to the conference, seminar or exhibition program, the group must have a schedule to visit Ho Chi Minh City for at least 2 days.

Maximum one-time support level of 20 million VND/group, including entrance tickets to tourist attractions.
Specifically, groups of 100 - 450 guests will be supported with 15% of the entrance ticket price; groups of 451 - 750 guests will be supported with 20% of the entrance ticket price; groups of 751 or more will be supported with 25% of the entrance ticket price...
Delegations are also supported with a maximum of VND20 million for the cost of renting halls and meeting rooms at convention centers or tourist accommodation facilities in the city, with the support calculated into the rental price reduced by 15-30% applied to the specific number of guests of each delegation.
Along with that, Ho Chi Minh City also supports up to 10 million VND/program, the delegation for the cost of the art performance program and supports 1 million VND/gift/group with souvenirs. Souvenirs prioritize the city's products.
This support level applies from the date of issuance of the Resolution until the end of December 2030.
According to the explanation of the Ho Chi Minh City People's Committee, the new city after the merger has the potential to develop tourism products, with about 681 resources capable of becoming an attractive destination, focusing on the central area, Vung Tau and Binh Duong .

Currently, Ho Chi Minh City has many product routes connecting 3 areas that can be exploited immediately, especially for short-term visitors. From the center, tourists can easily connect tours to Ho Tram, Long Hai, Binh Chau, Con Dao or visit craft villages, fruit gardens, and riverside ecological areas in Binh Duong during the day.
With the advantage of MICE tourism, Ho Chi Minh City can attract business travelers to attend conferences and seminars, combined with beach resorts or ecological experiences in neighboring localities, contributing to increasing the length of stay and spending of tourists.

To receive support, groups must have at least 100 people, have a conference program and stay duration, and tour schedule according to regulations.
Currently, Ho Chi Minh City has more than 242 facilities capable of organizing conferences, of which 66 units can serve over 200 guests, distributed in the city center, Binh Duong and Ho Tram.
According to the survey, international visitors stay in Ho Chi Minh City for an average of 4.04 days, spending about 167.2 USD/day; domestic visitors stay for 3.34 days, spending 85.2 USD/day.
The city aims to attract 270 tourist groups eligible for support by 2030, with a total budget expenditure of VND11.75 billion, but is estimated to bring in more than VND2,365 billion in tourism spending and about VND342 billion in budget contributions.
On average, in the 2021-2024 period, the tourism industry contributes about 8% of Ho Chi Minh City's GRDP. In the period before the COVID-19 pandemic (2015-2019), the contribution was 10.36%, playing an important role as an important economic sector of the city.
In the period from 2021 to November 2025, the total number of international visitors to Ho Chi Minh City (including Binh Duong and Ba Ria-Vung Tau) will reach about 22.55 million, an average growth rate of 17.7%/year; domestic tourists will also reach about 207.16 million, an average growth rate of 14.3%/year.
Revenue from tourists in Ho Chi Minh City reached about 830.2 trillion VND, with an average growth rate of 22.6%/year.
