Prime Minister dialogues with farmers on scientific and technological breakthroughs in agriculture

The Prime Minister's Conference on Dialogue with Vietnamese Farmers in 2025 focused on discussing breakthroughs in applying science and technology and innovation in agriculture and rural areas.

On the morning of December 10, the Central Committee of the Vietnam Farmers' Union chaired and coordinated with the Government Office , ministries and branches to organize the 7th Conference of the Prime Minister's Dialogue with Vietnamese Farmers in 2025.

With the theme " Applying science and technology, innovation and digital transformation in farmers ," the conference aims to concretize the implementation of Resolution No. 57 of the Politburo on breakthroughs in the development of science and technology, innovation and digital transformation of the nation, and Resolution No. 68 on the development of the private economy in the new situation.

The conference took place in an open format, with farmers and cooperatives asking questions, exchanging opinions and making proposals directly to the Government, Prime Minister, and leaders of ministries, branches and localities.

On that basis, the Prime Minister will, together with leaders of ministries and branches, listen to, exchange and discuss issues that farmers have proposed to resolve difficulties and problems, and at the same time propose mechanisms and policies to remove them.

At the end of the conference, Prime Minister Pham Minh Chinh delivered an important concluding speech to clarify issues at the dialogue and directed ministries, branches and localities to focus on implementing groups of issues to support farmers.

According to the Central Committee of the Vietnam Farmers' Association, a total of over 5,000 opinions, suggestions, and recommendations from farmers, businesses, and cooperatives have been submitted to the Government and the Prime Minister. These suggestions and recommendations have been compiled and focused on five main areas where farmers hope the Government will continue to address and resolve issues.

Firstly, mechanisms and policies should be in place to promote cooperation and the transfer of scientific and technological applications in the production, harvesting, preservation, and processing of agricultural products for farmers; solutions to support training and digital transformation for farmers; and connections between businesses, cooperatives, farmers, and scientists to promote innovation in agriculture and rural areas.

Secondly, policies and solutions regarding credit, taxes, and capital support for farmers to invest in the development of high-tech, organic, circular, low-emission agriculture, herbal products, and endemic products; support for deep processing for cooperatives and micro-enterprises; development of a logistics system serving large-scale agricultural trade; and connection and support for agricultural product consumption, especially the promotion and introduction of agricultural products in the digital environment.

Third is to strengthen solutions and measures to manage and control the quality of agricultural materials, stabilize prices of agricultural input materials; address counterfeit, fake, and poor-quality goods; and food safety issues.

Fourth, pay attention to investing in infrastructure for agriculture and rural areas, especially internet infrastructure in remote areas, flood and landslide warning systems; mechanisms and policies to support post-flood production recovery; attract businesses and farmers to participate, and promote the agricultural insurance market.

The fifth is planning specialized areas, developing brands, key industries and solutions to support farmers' participation; removing difficulties and obstacles in concentrating and accumulating agricultural land, unlocking land resources to develop agriculture and rural areas, and creating sustainable livelihoods.

Mr. Luong Quoc Doan, Member of the Central Committee of the Communist Party of Vietnam and Chairman of the Vietnam Farmers' Association, stated: “Based on the directives of the Prime Minister at the 2024 Dialogue Conference, and in accordance with its functions and duties, the Central Committee of the Vietnam Farmers' Association acts as a bridge to convey the opinions of farmers to the Government, the Prime Minister, and relevant ministries and agencies. At the same time, it compiles reports to issue and supplement new mechanisms and policies to support and promote the development of agriculture, farmers, and rural areas.”

According to Mr. Luong Quoc Doan, organizing the 2025 Conference of the Prime Minister to Dialogue with Farmers is of great importance for evaluating and summarizing the results achieved over the past five years, which is the final year of implementing the Resolution of the 13th National Congress of the Party on ecological agriculture, modern rural areas, and civilized farmers, and the third year of implementing Resolution No. 19-NQ/TW on agriculture, farmers, and rural areas until 2030; with a vision to 2045.

The conference was also held promptly to listen to comments, advise and discuss the implementation of Conclusion No. 219-KL/TW of the newly issued Politburo on continuing to implement Resolution No. 19.
