Ho Chi Minh City identifies 11 locations for TOD urban areas along metro and belt routes.

This helps to exploit and develop land funds with good conditions for renovation, creating compact urban areas around metro lines 1 and 2, along beltway 3... in Ho Chi Minh City.

Specific contents on the development of TOD compact urban areas (urban areas with public transport as the center, as the basis for planning - PV) are included in the plan to build TOD areas along metro lines 1, 2, and beltway 3 of the Ho Chi Minh City People's Committee, which has just been issued under Resolution 98. According to the Ho Chi Minh City People's Committee, based on the principles and criteria set out, from now until the end of 2025, the city will identify 9 locations to develop TOD urban areas. From 2026 to 2028, it will continue to work in 2 other places. Specifically, in the period from 2024 to 2025, the locations will be in Tan Phu district (block I/82a, Tay Thanh), Tan Binh (Exhibition Center and Sports Center of Tan Binh district), Tan Binh and District 10 (area C30*), Thu Duc City (area around Phuoc Long station, 29ha area in Long Binh ward and coconut farm land). In Hoc Mon district, there are 3 locations: Tan Hi Ward 8, Xuan Thoi Thuong Ward 6 and Xuan Thoi Son Ward 104,954ha. The implementation steps are to first determine the specific boundaries, legal status of planning, land, and urban development functions of each area in the fourth quarter of 2024 and the first quarter of 2025. Next, the planning adjustment will be organized in the first, second, and third quarters of 2025, and procedures for selecting investors will be carried out in the third and fourth quarters of 2025. After that, the decision to approve the project will be issued in 2025.

In the period from 2026 to 2028, the location is determined in Hoc Mon district (area 1, Tan Hiep commune) and in Binh Chanh district (area around Tan Kien station). In this period, the authorities will determine the boundaries, legal status of planning, land, urban development functions in the second and third quarters of 2025. Next, the planning adjustment will be organized in the second, third and fourth quarters of 2025. The procedures for selecting investors will also be carried out in the second and third quarters of 2026. The decision to approve the project will be issued in 2026. The Ho Chi Minh City People's Committee will assign localities to develop exploitation plans and prepare projects for each land plot. In case localities propose to transfer land from the 2026 - 2028 period to the 2024 - 2025 period or propose additional land to be developed from 2026 - 2028, they will report to the Ho Chi Minh City People's Committee for consideration and direction. Relevant units will specifically determine the boundaries, legal status of planning, land and urban development functions. After that, Ho Chi Minh City will consider adjusting the planning, selecting investors and making a decision to approve the project, expected in 2025.
