On August 6th, the Ho Chi Minh City Military Party Committee held its first delegate congress for the 2025-2030 term. This was a comprehensive political activity throughout the Party Committee, marking an important milestone affirming the political fortitude and fine traditions of the Party Committee and the city's armed forces over nearly 80 years of building, fighting, winning, and maturing under the glorious banner of the Party. The congress aimed to guide the City Military Party Committee to continue innovating, improving leadership capacity and combat strength, and building a regular, strong, and comprehensively exemplary armed force.
Attending the congress were former President Truong Tan Sang; Politburo member, Secretary of the Ho Chi Minh City Party Committee, Secretary of the Ho Chi Minh City Military Party Committee Nguyen Van Nen; Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc; Head of the Ho Chi Minh City National Assembly Delegation Nguyen Van Loi; and Chairman of the Ho Chi Minh City People's Council Vo Van Minh.
The congress convened 268 official delegates representing 16 affiliated grassroots party organizations, representing nearly 3,000 party members.
Before the official session of the Congress, in response to the call of the Central Party Committee, the Government , and the Vietnam Fatherland Front, delegates participated in a fundraising campaign to support people affected by Typhoon No. 3 in Central Vietnam, as initiated by the Party Committee and the Command of Ho Chi Minh City. This was not merely an act of sharing food and clothing, but also a reflection of the tradition of "helping those in need."

At the official session, delegates heard the political report of the Ho Chi Minh City Military Party Congress for the 2025-2030 term and held discussions.
In the section on direction, the Congress identified a number of specific and effective leadership contents, targets, and solutions.
Specifically, three breakthroughs were identified: accurately grasping, forecasting, and assessing the situation; improving the quality of advice provided to Party committees, government authorities, and the Military Region in leading and directing local military, national defense, and border defense tasks; striving to complete national defense projects according to plan; promoting military administrative reform and digital transformation; improving the quality of training and exercises; building a regular and disciplined system; ensuring safety; promoting the cultural values of "Uncle Ho's Soldiers" in the new era; and enhancing the comprehensive leadership capacity and combat strength of Party committees and branches, as well as the quality of cadres and Party members; effectively overcoming weaknesses and shortcomings.
The Congress announced the decision of the Standing Committee of the Ho Chi Minh City Party Committee to appoint 23 individuals to the Executive Committee and 7 individuals to the Standing Committee of the Ho Chi Minh City Military Party Committee.
Simultaneously, Mr. Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, was appointed as Secretary of the Ho Chi Minh City Military Party Committee; Colonel Nguyen Thanh Trung, Political Commissar of the Ho Chi Minh City Command, was appointed as Permanent Deputy Secretary of the Ho Chi Minh City Military Party Committee; and Major General Vu Van Dien, Commander of the Ho Chi Minh City Command, was appointed as Deputy Secretary of the Ho Chi Minh City Military Party Committee.

Building a regular and modern armed force for Ho Chi Minh City.
Directing the congress, Major General Tran Vinh Ngoc requested that the Ho Chi Minh City Military Party Committee not be complacent, negligent, or lose vigilance in the new situation, and continue to effectively carry out defense diplomacy, strengthening friendly relations between the armies of friendly countries to protect the Fatherland early and from afar.
"The Ho Chi Minh City Command is constantly improving the overall combat strength of the city's armed forces, consolidating organization and personnel according to regulations, and prioritizing forces on combat readiness. Regardless of the circumstances, the city's armed forces must always remain steadfast, unwavering, and absolutely loyal to the Party, the Fatherland, and the people; ready to fight and sacrifice to firmly protect independence and sovereignty, and maintain a peaceful and stable environment for the development of the city and the entire country," Major General Tran Vinh Ngoc emphasized.

At the congress, the Secretary of the Ho Chi Minh City Party Committee and Secretary of the Ho Chi Minh City Military Party Committee, Nguyen Van Nen, assessed that the Ho Chi Minh City Military Party Committee had successfully completed the key tasks and objectives set for the term; contributing to creating a favorable environment and promoting stable socio-economic development, with the lives of the people being increasingly improved and enhanced.
Looking ahead, Mr. Nguyen Van Nen suggested that the Ho Chi Minh City Command continue to uphold the tradition of unity, democracy, innovation, and decisive victory. Immediately after the Congress, they must focus on strongly and extensively implementing the resolutions of the Party, higher authorities, and the Congress resolutions into practice.
"The Ho Chi Minh City Command must vigorously implement breakthrough solutions to build a regular, modern city armed force, improve overall quality, and ensure combat readiness, especially focusing on building a politically strong armed force. It must truly be a loyal and reliable political and combat force of the Party Committee, government, and people, deeply imbued with the lessons learned from the people, fighting for the people, and considering strengthening the blood-and-flesh relationship with the people as one of the fundamental ways of organizing the army, and the source of strength for the people's armed forces," Mr. Nguyen Van Nen directed.
