The consultation process must be completed before October 31, 2025.

The draft consists of 5 chapters and 10 articles. Of which, Chapter I stipulates the scope of regulation and applicable subjects; Chapter II clearly states the responsibilities of agencies in managing extra teaching and learning activities; Chapter III stipulates the management and use of funds; Chapter IV on inspection, examination and handling of violations; Chapter V on implementation.

A notable point in this draft is the plan to publicize the list of students taking extra classes. Accordingly, tutoring establishments must manage, keep and be ready to present upon request for inspection and examination all documents including: Business registration license; subjects taught extra classes, duration of each subject, teaching time; list of tutoring teachers, students taking extra classes; timetables, applications for extra classes and tuition fees.

In addition, the draft no longer mentions the ban on tutoring after 8:00 p.m. as before.

Ho Chi Minh City also clearly defines the responsibilities between the Department of Education and Training, relevant departments, People's Committees at the commune and ward levels, school principals and tutoring facilities. Each party has a specific role in guiding, inspecting, supervising, ensuring that tutoring activities comply with regulations, limiting negativity, and creating a fair and healthy educational environment.
