
The People's Committee of Ho Chi Minh City has submitted a document to the People's Council of Ho Chi Minh City proposing a policy to support funding for vaccination to prevent and control epidemics for livestock, poultry, dogs and cats throughout the area. This support is considered necessary because after the merger, Ho Chi Minh City will become an urban area with a large population and area, requiring a unified policy to maintain effective veterinary work.

The Ho Chi Minh City People's Committee proposed that the beneficiaries of support are livestock and poultry farms in the city, a group assessed to be at high risk of spreading disease due to limited farming conditions.
Specifically, this group includes households raising poultry under 2,000 heads; pigs under 150 heads; buffaloes under 40 heads; goats and sheep under 200 heads. In the case of raising a combination of livestock and poultry, the number of herds of each type must meet the above criteria.
Regarding dogs and cats, the city proposes to focus on supporting breeders in 54 communes and the Con Dao special zone, where the practice of letting them roam freely is still common, with the risk of rabies spreading in the community. Breeding facilities under contract and those with foreign investment are not eligible for support.
Ho Chi Minh City also proposed 100% funding support for purchasing vaccines to prevent dangerous diseases such as foot-and-mouth disease, classical swine fever, lumpy skin disease in cattle, avian influenza and rabies in dogs and cats.
The city will also cover all costs of vaccination and wages for the staff, and farmers will not have to pay any additional fees. Some types of vaccines that are no longer suitable for the reality have been removed from the list to ensure budget balance.
The total estimated budget for implementing the policy is about 23 billion VND/year, a slight increase compared to previous spending levels of localities due to expanded support for rabies vaccination for dogs and cats.
This policy has received comments from departments, branches and the Vietnam Fatherland Front; been posted for public consultation; directly surveyed 500 livestock households and received absolute consensus; and has been assessed by the Department of Justice as qualified to be submitted to the People's Council.
Previously, the Ho Chi Minh City People's Committee approved the " Rabies Prevention and Control Program for the period 2026-2030" .
According to regulations, dog and cat owners must declare to the People's Committee at the commune level and commit to managing their pets within their family's premises. When taking dogs and cats outside, they must use leashes, muzzles and be led by someone to avoid danger.
Vaccination against rabies is mandatory for pets. When detecting unusual signs, the owner must confine the pet and immediately report to the local authorities or the Animal Husbandry and Veterinary Station.
If a stray dog is caught, the owner must bear all related costs. If the dog or cat bites someone and causes damage, the owner must compensate according to the regulations.
