Voters have requested that attention be paid to allocating funds for upgrading the graves of martyrs outside of martyrs' cemeteries that are managed by families and clans.
Regarding this matter, according to the Provincial People's Committee, on December 9, 2020, the Standing Committee of the 14th National Assembly issued Ordinance No. 02/2020/UBTVQH14 on preferential treatment for people who have rendered meritorious services to the revolution.
Accordingly, the regulations stipulate that local budgets shall ensure the implementation of investment in the construction, renovation, repair, upgrading, and management of memorials and graves of martyrs.
However, the local budget is currently limited and is in the process of implementing the Project for the renovation and upgrading of martyrs' cemeteries and memorial works in the province for the period 2022-2026, according to Resolution No. 48 dated September 26, 2024 of the Provincial People's Council on amending and supplementing some articles of Resolution No. 68 dated September 29, 2021 and Resolution No. 59 dated December 8, 2023 of the Provincial People's Council on the renovation and upgrading of martyrs' cemeteries and memorial works in the province for the period 2022-2026.
Therefore, the Provincial People's Committee has not yet agreed on the policy of constructing and advising on the Project for repairing and providing funding for the graves of martyrs and Vietnamese Heroic Mothers who have passed away and are buried in family cemeteries in the province, as requested and proposed by voters (Report No. 78 dated April 5, 2024 of the Provincial People's Committee).
Currently, the Department of Labor, War Invalids and Social Affairs is registering the work program of the Provincial People's Committee for 2025 to advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation a Resolution supporting the construction of new tombs for martyrs and Vietnamese Heroic Mothers managed by their families in Quang Nam province during the period 2025 - 2027.
Upon receiving guidance from relevant authorities, the Department of Labor, War Invalids and Social Affairs will focus on developing and advising the Provincial People's Committee to submit to the Provincial People's Council for promulgation and implementation the Project to support the construction of new tombs for martyrs and heroic Vietnamese mothers managed by their families in Quang Nam province.
