In order to improve the quality of economic management, reform administration, improve the investment and business environment, and create favorable conditions for enterprise development, the People's Committee of Thanh Hoa province has just issued a plan to implement the Project on Assessing the Competitiveness Index of provincial departments, agencies and district-level People's Committees (DDCI) in 2024.

The 2024 DDCI survey aims to provide provincial leaders with an effective tool to monitor and direct efforts to improve the quality of economic governance, administrative reform, and the investment and business environment for provincial departments, agencies, and district-level People's Committees.
The 2024 DDCI survey aims to build upon the results of previous surveys and refine the index to provide provincial leaders with an effective tool for monitoring and directing improvements in economic management, administrative reform, and the investment and business environment for provincial departments, agencies, and district-level People's Committees. Simultaneously, it supports leaders of provincial departments, agencies, and district-level People's Committees in identifying key reform priorities, selecting and implementing timely and appropriate solutions to improve the efficiency of their units, thereby contributing positively to improving the province's investment and business environment and enhancing the provincial competitiveness index in 2024 and subsequent years.
Accordingly, the 2024 DDCI survey will be conducted with 52 units in Thanh Hoa province. These include 25 provincial-level departments and agencies, and 27 district-level People's Committees.
The survey scope includes businesses, cooperatives, and household businesses currently operating, producing, and implementing investment projects in Thanh Hoa province. Approximately 4,000 survey responses are expected to be sent to businesses, cooperatives, and household businesses through both online and in-person surveys.

The 2024 DDCI survey continues to focus on evaluating component indicators that directly impact the operations of businesses and investors; indicators with low rankings that need drastic improvement and can be assigned similar scores for evaluation among agencies include: (1) Transparency and access to information, (2) Dynamism and role of the head, (3) Time costs, (4) Informal costs, (5) Fair competition, (6) Business support, (7) Legal institutions, (8) Access to land. In which: Indicators from (1) to (7) are used to score and rank the group of provincial-level departments and agencies; indicators from (1) to (8) are used to score and rank the group of district-level People's Committees.
The Vietnam Federation of Commerce and Industry - Thanh Hoa - Ninh Binh Branch is the lead unit implementing the project.

Regarding the implementation schedule, starting in October 2024, preparations will include software and tools for conducting the survey; updating the database and list of businesses; and preparing survey forms. From November 2024 to February 2025, training will be provided to surveyors on the set of indicators, interview skills, and survey methods, followed by conducting the survey and collecting feedback from businesses.
From February 2025 to April 2025, the lead unit will complete the survey collection, data cleaning; data import and export; data analysis and finalize the annual DDCI results report.
