In Quang Ninh province, Mr. Nguyen Thanh Nam, Chief of Police of Bai Chay ward, Ha Long city, has been reprimanded and is being considered for transfer due to his uncivilized behavior during a traffic accident.
The decision was announced by the Ha Long City Party Committee's Inspection Commission on the afternoon of May 22nd. The Ha Long City Party Committee concluded that Mr. Nam violated regulations on the exemplary conduct of cadres, Party members, and police officers , as well as Party regulations and the code of conduct of the police force.

According to the investigation results, on the evening of May 17th, Mr. Nam was driving under the influence of alcohol, driving in the wrong lane, leading to a traffic collision. Mr. Nam then behaved in an uncivilized and unethical manner, challenging and demanding to arrest the other driver. The incident was filmed by bystanders and posted on social media.
According to Article 7 of the Code of Conduct issued in March 2023, police officers and soldiers, when interacting and working with citizens, must be welcoming, dedicated, and responsible; use appropriate forms of address, maintain a polite, courteous, humble, and receptive attitude; listen to and accept valid feedback; prioritize handling matters for the elderly, infirm, disabled, sick, and pregnant women; and avoid causing tension, distress, or intimidation to citizens.
