At 1:45 p.m. on March 30, at a meeting between the Department of Education and Training of Ho Chi Minh City, the Ho Chi Minh City Police, the Council of American International Schools Vietnam (AISVN International School) and nearly 900 parents, Mr. Nguyen Van Hieu - Director of the Department of Education and Training of the City announced the report on the school's restructuring.
According to the report sent by AIS International Education Joint Stock Company (investor of AISVN International School) to the People's Committee of Ho Chi Minh City and the Department of Education and Training, the company said that it is expected to need an expenditure of 125 billion VND in the near future. To cover this expenditure, the school is calling on parents to contribute. This seems to be the only option to maintain the school's operations at this time.
Accordingly, the total debt for salary and operating expenses of the school up to now is 48 billion VND. The operating cost of the school from April 2024 to June 2024 (end of the school year) is 77 billion VND.
Therefore, the school expects to collect 121 billion VND in revenue and collect additional working capital of 4 billion VND from the investor.

"According to the school's accountant, the contributions will be divided into different levels. Each student will contribute approximately 9.5-25 million VND, depending on the grade level. However, I think that for each grade level, parents should appoint a representative to participate in the financial management team from now until the end of the school year. They should review the expenditures, focusing on streamlined spending and only essential items. The parent representatives will then form a group to establish a new parent account, managed by a parent. At this point, I believe parents have a shared responsibility to work together...", said the Director of the Ho Chi Minh City Department of Education and Training.
At around 2:30 p.m., Ms. Nguyen Thi Ut Em - Chairwoman of the School Board attended the meeting. In front of nearly 900 parents, Ms. Ut Em apologized and continued to present the plan to call for contributions.
Mrs. Ut Em's call received mixed opinions from parents.
Ms. TH (who has two children studying at the school) expressed her frustration: "We had anticipated the option of contributing more money, because back in October 2023, Ms. Ut Em also called on us to contribute nearly 70 billion VND to maintain the school's operations."
Currently, there are 2 months left until the end of the school year, which means each student will have to pay about 40 million VND. This is not a small amount, but we can try. The important thing is how the school will operate after the end of the school year, so we cannot continue to persuade parents. Meanwhile, most of us have paid the full amount for our children until grade 12."
Similarly, Mr. TH (parent of a 9th grade student) also said that calling on parents to contribute money is not feasible in the long term.
"Each child attending the school pays around 3 billion VND per package. We paid the full amount to secure a good, stable educational environment, not for this. Now you're asking us to contribute to the school, and then you'll ask again after the school year ends?", Mr. TH said.
Report on the plan to maintain the operations of AISVN School.
At 6:28 PM on the same day, AISVN International School sent an email to all parents, surveying their opinions on whether or not they agreed to contribute money to support the school's operations.
The survey form consists of three sections: Agree to contribute funds to maintain the school's operation until the end of the 2023-2024 school year; Disagree to contribute funds and wish to transfer to another educational institution; Other comments.
" Parents are kindly requested to complete the survey only once for all their children currently enrolled. The deadline for submitting survey feedback is 9 PM on March 30th ," stated the email from AISVN International School. The accounting department will send a detailed email to each family regarding the required payment amount. The relevant authorities will provide the bank account information for parents to make contributions tomorrow (March 31st).
Yesterday (March 29), AISVN International School also announced the results of a survey of parents' preferences regarding their children's upcoming school program.
The results showed that 84.56% of parents wanted their children to continue studying at the school, 3.27% wanted to transfer schools, 5.10% had other opinions and 7.07% had not submitted the results.
In the other 5.10% of opinions, the vast majority of parents want to ensure the commitments in the contract signed with the school.
Considering the wishes of parents and the School Board, the Ho Chi Minh City Department of Education and Training and the Ho Chi Minh City Police held a meeting this afternoon. However, the school and parents have yet to find a common voice.
To ensure the rights of students of AISVN International School, and to rectify foreign investment activities in the education sector to ensure compliance with regulations and the strictness of the law, the Prime Minister requested the Chairman of the Ho Chi Minh City People's Committee to be responsible for directing relevant agencies to promptly implement appropriate solutions to ensure the rights of students to study and not to interrupt their studies.
