Tuyen Quang sets high determination for poverty reduction work

Thanks to promoting the solidarity of ethnic groups and the participation of the entire political system, the Sustainable Poverty Reduction Program in Tuyen Quang province has been effectively implemented, helping tens of thousands of poor households change their lives.

Mobilize political organizations to participate.

Over the years, with the close leadership of the Party Committee and the government, and the coordinated efforts of political and social organizations, associations, and unions, poverty reduction in Tuyen Quang has achieved comprehensive results, and the lives of the people have improved significantly.

In the "For the Poor - Leaving No One Behind" emulation movement for the period 2021-2025, Tuyen Quang province has identified the central task as sustainable poverty reduction, ensuring social security, and leaving no one behind. This is not only a political goal but also a strong commitment of the entire system, affirming the spirit of solidarity and humanity in the endeavor to build an increasingly developed homeland.

The Vietnam Fatherland Front Committee of Tuyen Quang province and other organizations have also played a pivotal role in mobilizing resources for the poor. From 2021 to the present, the entire province has renovated and repaired more than 7,000 houses with a total cost of over 911 billion VND; mobilized more than 25 billion VND for the "For the Poor" Fund; and donated thousands of gifts, scholarships, health insurance cards, and organized humanitarian medical examinations and treatments. These timely supports have helped many poor households overcome immediate difficulties and have the opportunity to improve their lives and achieve stability.

After 5 years of implementing 3 national target programs, the entire province has mobilized a total of over 64,000 billion VND in resources, of which the state budget accounts for only 11.5%, while the remaining 88.5% is mobilized through social contributions. This is evidence of the unity and joint efforts of the community in achieving the goal of sustainable poverty reduction.

Among these, the New Rural Development Program has mobilized over 59,000 billion VND, focusing on infrastructure development and production. The Sustainable Poverty Reduction Program has attracted over 1,100 billion VND, supporting livelihoods and social security; while the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas has over 3,100 billion VND, prioritizing investment in infrastructure, culture, and social services in disadvantaged areas.

Following the motto "The people do the work, the State provides support," people throughout the province have voluntarily donated land, contributed labor, cash, and construction materials, working together to build roads, cultural centers, and irrigation canals. As a result, the face of rural areas is changing day by day. As of July 1, 2025, Tuyen Quang has 88 out of 121 communes meeting the new rural standards (72.72%), exceeding the target set by the 17th Provincial Party Congress by 4.72%; of which, 20 communes have achieved advanced standards and 8 communes have achieved model standards.

Making sustainability the goal

According to a report by the Department of Agriculture and Environment of Tuyen Quang province, sustainable poverty reduction efforts in the area have achieved many positive results. Specifically, in the former Tuyen Quang province, during the 2021-2024 period (based on poverty standards), the poverty rate decreased from 23.45% to 10.19%, a reduction of 13.26% compared to the beginning of the period, averaging a decrease of 4.42% per year, exceeding the set target.

In the former Ha Giang province, the number of multidimensionally poor households at the end of 2024 was 69,740 (36.35%), a decrease of 11,711 households, equivalent to a 6.26% reduction compared to the previous year, also exceeding the set target. This result is a combination of infrastructure investment, housing support, social policies, and sustainable livelihood programs to help the poor strive to escape poverty.

According to Mr. Pham Van Tu, Secretary of the Party Committee of Meo Vac commune, in addition to establishing and strengthening the steering committee, the commune has assigned members of the Standing Committee and the Executive Committee of the commune's Party Committee to be responsible for each village and each poor household to closely monitor, guide, and promptly resolve difficulties and obstacles during implementation.

Mr. Tu shared that the locality has determined that to achieve sustainable poverty reduction, it is necessary to focus on clarifying the causes of poverty in order to develop effective assistance plans. The motto is to "guide people step by step" and give them "fishing rods" so that they can create livelihoods and strive to improve their lives.

To shift from temporary to sustainable poverty reduction, Tuyen Quang province has identified the need to develop a comprehensive strategy, integrating various policies and implementing solutions synchronously. This includes recommending a review and consolidation of documents to reduce overlaps between programs.

At the same time, improve the quality of professional training in project management, accounting, supervision, and community mobilization for commune officials, applying short, practical training methods. On the other hand, allocate resources flexibly and encourage social mobilization of resources.

According to Ms. Vuong Ngoc Ha, Vice Chairman of the People's Committee of Tuyen Quang province, in the coming time, the province will support the conversion of suitable crops and livestock, connect value chains, and encourage cooperatives and social enterprises. It will also create conditions for people to access preferential loans, agricultural insurance, and business skills training programs.

During the period 2026-2030, Tuyen Quang province proposes that the central government continue to implement several key component projects, such as: providing financial support for projects related to the development of socio-economic infrastructure in poor communes; diversifying livelihoods and developing poverty reduction models; and developing vocational education and sustainable employment.
