The People's Committee at the commune level is responsible for managing extra teaching and learning in the locality.

Accordingly, the People's Committee at the commune level is responsible for managing the extra teaching and learning activities of educational institutions, extra teaching facilities, relevant organizations and individuals in the area. Strengthen propaganda and dissemination to raise awareness of local officials and people to properly implement regulations on extra teaching and learning.

The People's Committee at the commune level guides and inspects the implementation of regulations on extra teaching and learning in the area; handles or recommends to competent authorities to handle violations. Coordinates with relevant agencies and units to arrange state budget sources for extra teaching and learning activities in public schools under their management. Monitors and inspects compliance with legal regulations on extra teaching and learning and legal regulations on security, order, environmental safety and hygiene, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.

The City People's Committee stipulates that for extra teaching and learning activities in schools, the funding for organizing extra teaching and learning must use the state budget and other legal funding sources according to the provisions of law.

For extra-curricular teaching and learning activities outside of school, the collection, management and use of tuition fees shall comply with the provisions in Clauses 2 and 3, Article 7 of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training.

The Department of Education and Training shall preside over and coordinate with the Department of Finance and relevant agencies and units to submit to competent authorities to balance and arrange funds for extra teaching and learning activities in schools into the annual regular expenditure tasks of the units; guide units to prepare estimates, use and settle funds according to current regulations; and perform other related tasks.

The principal is responsible for organizing extra teaching and learning in the school; managing teachers who are teaching at the school when they participate in extra teaching outside the school to ensure compliance with regulations; and is responsible to relevant superior management agencies...

This Decision takes effect from September 4, 2025; completely abolishes Decision No. 31/2025/QD-UBND dated March 14, 2025 of the People's Committee of Hai Duong province regulating extra teaching and learning in Hai Duong province before.

After a period of implementing the regulations on extra teaching and learning according to Circular No. 29/2024/TT-BGDDT, many schools in West and East Hai Phong encountered difficulties such as funding for teachers; differences in teaching methods inside and outside the school. After July 1, the whole country implemented 2-level local government; Hai Duong merged with Hai Phong... Therefore, the promulgation of the Regulations on extra teaching and learning in Hai Phong city at this time is for relevant units to use as a basis for management, organization, implementation and deployment of extra teaching and learning in accordance with regulations, uniformly throughout the city from the first school year after the merger.
