The People's Committee at the commune level is responsible for managing extra teaching and learning in the locality.

Accordingly, the People's Committee at the commune level is responsible for managing the extracurricular tutoring activities of educational institutions, tutoring centers, and related organizations and individuals in the area. They should strengthen propaganda and dissemination to raise awareness among local officials and residents to ensure compliance with regulations on extracurricular tutoring.

The People's Committee at the commune level guides and inspects the implementation of regulations on supplementary teaching and learning in the area; handles or recommends to the competent authority to handle violations. It coordinates with relevant agencies and units to allocate state budget resources for supplementary teaching and learning activities in public schools under its management. It supervises and inspects compliance with the law on supplementary teaching and learning and other legal regulations on security, order, environmental safety and hygiene, and fire prevention by organizations and individuals providing supplementary teaching and learning outside of schools in the area.

The City People's Committee stipulates that, for extracurricular tutoring activities within schools, the funding for organizing such activities shall come from the state budget and other legitimate funding sources as prescribed by law.

Regarding extracurricular tutoring activities, the collection, management, and use of tutoring fees shall comply with the provisions of Clauses 2 and 3, Article 7 of Circular No. 29/2024/TT-BGDĐT dated December 30, 2024, issued by the Minister of Education and Training.

The Department of Education and Training, in coordination with the Department of Finance and other relevant agencies and units, shall submit to the competent authority a proposal for balancing and allocating funds for extracurricular teaching and learning activities in schools as part of the annual recurrent expenditure of the units; guide the units in preparing budgets, using and settling funds according to current regulations; and perform other related tasks.

The principal is responsible for organizing extracurricular teaching and learning within the school; managing teachers currently teaching at the school when they participate in extracurricular teaching outside the school to ensure compliance with regulations; and is accountable to the relevant higher-level management agency…

This decision takes effect from September 4, 2025; it repeals entirely Decision No. 31/2025/QD-UBND dated March 14, 2025 of the People's Committee of Hai Duong province regulating supplementary teaching and learning in Hai Duong province.

After a period of implementing regulations on supplementary teaching and learning according to Circular No. 29/2024/TT-BGDĐT, many schools in West and East Hai Phong faced difficulties such as funding for teachers' salaries and discrepancies in teaching methods inside and outside the school. Following July 1st, the entire country implemented a two-tiered local government system; Hai Duong merged with Hai Phong… Therefore, issuing regulations on supplementary teaching and learning in Hai Phong city at this time is necessary to provide relevant units with a basis for managing, organizing, and implementing supplementary teaching and learning in accordance with regulations, ensuring uniformity throughout the city from the first school year after the merger.
