The Ho Chi Minh City People's Committee has just submitted to the City People's Council a list of land acquisition projects for socio -economic development for national and public interests in the area.

Accordingly, the City submitted a list of 22 projects with a land area to be recovered of 17.64 hectares. The list of projects submitted mainly includes building new schools, repairing schools; upgrading and expanding roads; building embankments to prevent landslides...

Of these, there are 11 newly registered projects and works that must reclaim land with a total reclaimed land area of ​​3.87 hectares.

In addition, there are 11 projects and works requiring land recovery that have been approved according to the list of projects requiring land recovery in the Resolutions of the Ho Chi Minh City People's Council, but after 3 years there has been no decision on land recovery. Now, the land recovery continues with an area of ​​13.77 hectares.

The City People's Committee explained that these works and projects are public works and projects, serving the necessary needs of the locality in the process of socio-economic development, serving urban development and beautification.

Through review, it is found that the above projects have full legal status to be implemented in 2025, therefore, it is proposed to continue submitting these projects to the City People's Council for approval.

The 22 projects submitted for land acquisition this time are mainly public works and projects, serving necessary needs.

Regarding planning compliance, the People's Committees of Districts 3, 5, 6, 8, 10, 11, Binh Thanh, Phu Nhuan, Cu Chi, and Nha Be have given their opinions to ensure planning compliance for land acquisition projects submitted to the City People's Council for approval.

However, there is a 500kV Cu Chi - Chon Thanh - Duc Hoa transmission line project (about 6,200 m2) in Cu Chi district that is not included in the approved master plans and zoning plans. However, the project is included in the Land Use Planning for the period 2021 - 2030 of Cu Chi district and was approved by the District-level Planning and Land Use Planning Appraisal Council on October 30, 2024.

Currently, the People's Committee of Cu Chi district is completing the dossier according to the appraisal opinion of the Department of Natural Resources and Environment and plans to submit it to the Department of Natural Resources and Environment for submission to the City People's Committee for approval in December 2024.

The People's Committee of Cu Chi district reported that this is an urgent, national key project that is being organized and prepared for land acquisition. It proposed to submit to the City People's Council for approval of the land acquisition list and will update it into the General Planning and 1/2000 scale zoning plan in Cu Chi district immediately after the Ho Chi Minh City Planning to 2040, with a vision to 2060, is approved by the Prime Minister .

In the report examining the submission, the Urban Committee of the City People's Council also found that 22 projects and works that had to recover land had to ensure that they met the conditions according to the regulations on investment policies, ensuring feasibility for project implementation through the allocation of capital for the 2024 public investment plan.

As for the project "Cu Chi 500kV transmission line - Chon Thanh - Duc Hoa branch" it has not been updated in the land use planning for the period 2021 - 2030 of Cu Chi district.

According to the City People's Committee's Report, this is an urgent, national key project and has now completed the inventory and confirmation of the legal origin of cases affected by the project. The land use planning for the period 2021 - 2030 of Cu Chi district is in the process of completion and is expected to be submitted to the City People's Committee in December 2024.

Therefore, the consideration and approval of the list of projects of the 500kV Cu Chi - Chon Thanh - Duc Hoa transmission line is acceptable with the requirement that the City People's Committee must update this project and complete the approval of the land use planning for the period 2021 - 2030 of Cu Chi district before approving the land use plan for 2025 of Cu Chi district.

The Urban Committee of the City People's Council agreed with the proposal of the City People's Committee to submit to the City People's Council for 22 works and projects that must recover land that meet the prescribed conditions, and have been allocated capital from the 2024 public investment plan to implement the project, with an expected land recovery area of ​​17.64 hectares.
