The People's Committee of Ho Chi Minh City has submitted a proposal to the City People's Council listing projects and works requiring land acquisition for socio -economic development in the national and public interest within the city.

Accordingly, the city submitted a list of 22 projects with a total land area of ​​17.64 hectares to be acquired. The submitted projects mainly include the construction and renovation of schools; upgrading and expanding roads; and constructing embankments to prevent landslides, etc.

Among these, there are 11 newly registered projects requiring land acquisition, with a total land area of ​​3.87 hectares to be acquired.

In addition, there are 11 projects requiring land acquisition that were approved in the list of projects needing land acquisition in the Resolutions of the Ho Chi Minh City People's Council, but have exceeded the 3-year deadline without a land acquisition decision. The land acquisition process will now continue with an area of ​​13.77 hectares.

The City People's Committee explained that these projects are public works, serving the essential needs of the locality in the process of socio-economic development and urban beautification.

Upon review, it was found that the above projects have full legal basis for implementation in 2025; therefore, it is proposed that these projects be submitted to the City People's Council for approval.

The 22 projects submitted for land acquisition this time are mainly public works and projects serving essential needs.

Regarding planning compliance, the People's Committees of Districts 3, 5, 6, 8, 10, 11, Binh Thanh, Phu Nhuan, Cu Chi, and Nha Be have expressed their opinions ensuring planning compliance for land acquisition projects submitted to the City People's Council for approval.

However, there is one project, the 500kV Cu Chi - Chon Thanh - Duc Hoa power line (approximately 6,200 m2) in Cu Chi district, which is not included in the approved general and detailed planning schemes. Nevertheless, the project is included in the Cu Chi District Land Use Planning for the period 2021-2030, which was approved by the District-level Land Use Planning and Plan Appraisal Council on October 30, 2024.

Currently, the People's Committee of Cu Chi District is finalizing the dossier based on the assessment of the Department of Natural Resources and Environment and is expected to submit it to the Department of Natural Resources and Environment for submission to the People's Committee of Ho Chi Minh City for approval in December 2024.

The People's Committee of Cu Chi District reported that this is an urgent, key national project currently in the process of preparing for land acquisition. They proposed submitting the land acquisition list to the City People's Council for approval and will update it into the general plan and the 1/2000 scale zoning plan for Cu Chi District immediately after the Ho Chi Minh City Master Plan to 2040, with a vision to 2060, is approved by the Prime Minister .

In its review report, the Urban Affairs Committee of the City People's Council also noted that 22 projects requiring land acquisition meet the conditions stipulated in the investment policy regulations and ensure feasibility for project implementation, as evidenced by the allocation of public investment funds for 2024.

Specifically, the "500kV Cu Chi - Chon Thanh - Duc Hoa branch line" project has not yet been updated in the land use plan for the period 2021-2030 of Cu Chi district.

According to the City People's Committee's report, this is an urgent, key national project, and the inventory and verification of the legal origin of cases affected by the project have been completed. The land use plan for the period 2021-2030 of Cu Chi district is currently being finalized and is expected to be submitted to the City People's Committee in December 2024.

Therefore, the review and approval of the Cu Chi - Chon Thanh - Duc Hoa 500kV power line project is acceptable, provided that the City People's Committee updates this project and completes the land use planning approval for the period 2021-2030 of Cu Chi district before approving the 2025 land use plan of Cu Chi district.

The Urban Affairs Committee of the City People's Council agreed with the proposal of the City People's Committee submitted to the City People's Council regarding 22 projects and works requiring land acquisition that meet the conditions according to regulations, and which have been allocated public investment capital in 2024 for project implementation, with an estimated land acquisition area of ​​17.64 hectares.
