Prioritize resources for national target programs

On December 9, a working delegation of the Central Steering Committee for National Target Programs (MTQG) led by Mr. Huynh Van Thuan, Deputy General Director of the Vietnam Bank for Social Policies (VBSP) inspected and supervised in Dak Lak province.

Working with the monitoring delegation on the Dak Lak side were Vice Chairman of the Provincial People's Committee Nguyen Thien Van and representatives of leaders of departments, branches, the Vietnam Fatherland Front Committee and socio- political organizations.

Reporting to the monitoring delegation, the Department of Finance said that Dak Lak province has completed the allocation of the development investment capital plan to implement 3 national target programs for the period 2021 - 2025 with a total amount of nearly 5,513 billion VND (of which, the central budget is nearly 4,162 billion VND, the provincial budget is 1,351 billion VND). For public expenditure, nearly 3,014 billion VND has been allocated (the central budget is more than 2,676 billion VND, the local budget is 337.6 billion VND).

Every year, specialized agencies regularly deploy monitoring and evaluation systems for each content and component project of the program to help localities monitor and manage detailed indicators, targets, and data, ensuring accuracy. Through inspection and supervision, localities have been promptly recognized and resolved difficulties and problems in order to contribute to accelerating the implementation progress and increasing the disbursement rate of capital sources to implement national target programs.

Regarding policy credit in implementing national target programs, in 2024 and 11 months of 2025, 173,260 poor households and policy beneficiaries have had access to VBSP capital to develop production and create sustainable livelihoods. Notably, outstanding loans for ethnic minority households reached VND 4,582 billion (accounting for 32.1% of total outstanding loans), with more than 101,000 customers still having outstanding loans; outstanding loans in rural, remote and isolated areas reached VND 12,282 billion (accounting for 86.3% of total outstanding loans), with more than 220,000 households still having outstanding loans.

Dak Lak province recommends that the Government promptly issue mechanisms, policies, guiding documents and announce medium-term capital sources for career development investment in early 2026 so that localities have a basis to implement the National Target Programs for the period 2026 - 2030; consider issuing regulations to increase the level of support for residential land, housing, production land, and domestic water; increase the level of preferential credit loans to support residential land, housing, production land, domestic water and expand the beneficiaries...

Speaking at the monitoring session, Mr. Huynh Van Thuan, Deputy General Director of the Vietnam Bank for Social Policies, emphasized that the results of Dak Lak province in implementing poverty reduction programs, building new rural areas and developing the socio-economy in ethnic minority and mountainous areas are very remarkable, especially in the context of merging administrative units and implementing the two-level local government model. In the coming time, the province needs to focus on accelerating the disbursement of capital for national target programs; at the same time, allocating resources from the local budget and other capital sources to supplement capital for implementing national target programs and entrusting loans to poor and near-poor households, supporting job creation, maintaining and expanding employment, social housing, providing clean water and environmental sanitation in rural areas and other policy beneficiaries in the area.
