The Economic and Financial Committee held its 16th plenary session.

On the afternoon of December 2, at the National Assembly House, under the chairmanship of Party Central Committee member and Chairman of the Economic and Financial Committee Phan Van Mai, the Economic and Financial Committee held the 16th Plenary Session.

Chairman of the Economic and Financial Committee Phan Van Mai chaired the meeting.

Attending were: members of the Economic and Financial Committee; standing representatives of a number of National Assembly Committees; Deputy Minister of Industry and Trade Nguyen Hoang Long; representatives of leaders of relevant ministries, branches and corporations.

Speaking at the opening of the meeting, Chairman of the Economic and Financial Committee Phan Van Mai stated that at the meeting, the Economic and Financial Committee examined the draft Resolution of the National Assembly on the mechanism and policy for national energy development in the period 2026 - 2030. Up to now, the draft Resolution has been preliminarily examined by the Standing Committee of the Economic and Financial Committee and reported to the Standing Committee of the National Assembly.

Based on the conclusion of the National Assembly Standing Committee, the Government has accepted and completed the draft Resolution. Re-emphasizing the request of National Assembly Chairman Tran Thanh Man, the Chairman of the Economic and Financial Committee stated that it is necessary to approach this as a resolution institutionalizing Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045. In which, there is content to remove current difficulties and obstacles, "both removing and creating for energy development".

Chairman of the Committee Phan Van Mai also noted that, based on the Party's resolutions, the provisions of the Constitution and the law, the mechanisms and policies must be "open" to the extent that they are effective and controllable. The opinions at the meeting will be the basis for the Government to continue to complete the draft Resolution dossier, and report to the National Assembly for consideration at the 10th Session.

Next, the delegates listened to Deputy Minister of Industry and Trade Nguyen Hoang Long briefly report on the content of the draft Resolution.

The basic opinions agreed on the necessity of issuing a Resolution to perfect the mechanism and promote energy development in the 2026-2030 period as well as the political basis, viewpoints, and goals as presented by the Government. In addition, the delegates also focused on discussing and giving opinions on a number of contents such as: decentralization; scope of application; quantitative criteria; monitoring and post-audit mechanisms; and review to ensure consistency with relevant laws.
