From 2022 to June 30, 2023, the Department of Health received 57 opinions and recommendations from voters and the public, focusing on issues such as: investment in equipment, machinery, medicines, and medical supplies for examination and treatment; medical service prices; difficulties in the classification of medical examination and treatment under health insurance, examination procedures, and referral procedures; the spirit and attitude of doctors and nurses; hospital restrooms; and food safety... Of these, 1 recommendation was outside the Department's jurisdiction and was reported to the Provincial People's Committee for response by the Department of Labor, War Invalids and Social Affairs; 2 opinions were addressed in coordination with the Department of Labor, War Invalids and Social Affairs; and 54 opinions within the Department's jurisdiction were resolved within the prescribed timeframe and procedures. However, the work of receiving and resolving petitions still has some limitations, especially some petitions that have been repeatedly made but have not been satisfactorily resolved, so voters continue to make petitions such as those on investment in facilities, regulations on granting health insurance cards, health insurance medical examination and treatment, referrals, etc. The Department also recommends that the Provincial People's Committee allocate a budget to ensure regular operating expenses, allocate funds to equip facilities and medical equipment to improve the quality of medical examination and treatment from the provincial to district and commune levels; and not reduce the current medical staff.
The Provincial Vietnam Fatherland Front Committee supervises the handling of responses to voters' and people's opinions and recommendations at the Department of Health.
Through the working session, the Supervisory Delegation highly appreciated the Department of Health's proactive approach in receiving, directing, and promptly implementing directives to units within the sector, and coordinating with relevant agencies and units to focus on explaining and resolving adequately and within the prescribed timeframes the opinions and recommendations of voters related to the rights and health of the people. At the same time, the Delegation requested the Department to overcome difficulties and limitations in providing definitive answers to recommendations, so that voters do not have to make repeated requests; and to strengthen information and communication work in the health sector… Regarding the opinions and recommendations of the Department, the Supervisory Delegation will compile them and send them to the competent authorities for consideration and resolution.
