On the afternoon of July 24, Member of the Provincial Party Standing Committee, Head of the Propaganda and Mass Mobilization Department of An Giang Provincial Party Committee Tong Phuoc Truong worked with the Party Committees of the communes: Chau Phu, Binh My, My Duc, Vinh Thanh Trung and Thanh My Tay on the organization and operation of the two-level local government after the merger.

At the meeting, the leaders of the communes provided a general overview of the activities of the commune Party committees after the merger; organizational structure; socio-economic development; national defense and security; Party building and the political system; and preparations for the commune Party congress for the 2025-2030 term.

Besides the achievements, localities presented some difficulties in the post-merger operation process, such as: The database systems of central ministries and agencies have not been synchronously connected with the national public service portal and the one-stop system of An Giang province, causing difficulties in operation, especially in the land sector.

Following the merger, the workload increased significantly due to strong decentralization and delegation of authority, causing some difficulties for specialized agencies and public administrative service centers; equipment such as computers, printers, scanners, etc., have deteriorated, affecting the progress and quality of work.

Tong Phuoc Truong, member of the Standing Committee of the Provincial Party Committee and Head of the Propaganda and Mass Mobilization Department of An Giang Province, delivered a speech at the working session.

Speaking at the meeting, the Head of the Propaganda and Mass Mobilization Department of the An Giang Provincial Party Committee, Tong Phuoc Truong, emphasized that despite many difficulties, the communes have basically completed the streamlining and consolidation of their organizational structures, contributing to the smooth and efficient operation of the government apparatus and creating consensus among the people. The staff and civil servants at the public administrative service centers have strived to improve the quality of handling administrative procedures, creating trust and satisfaction among the people.

To continue implementing tasks effectively, Comrade Tong Phuoc Truong suggested that communes continue to review and adjust planning to suit the criteria of the new communes; effectively implement the national target program for building new rural areas, linked with economic development projects, in order to improve people's lives and ensure social security. Simultaneously, it is necessary to ensure adequate facilities, classrooms, and equipment for the new school year; strengthen security and order, and proactively prevent crime…

Regarding preparations for the Party Congress of the commune for the 2025-2030 term, localities need to comprehensively assess the achievements and limitations of the previous term. They should focus on developing a new development strategy, clearly identifying breakthroughs to create a significant impact in the next term.

Regarding the proposals from the five communes, the Head of the Propaganda and Mass Mobilization Department of the An Giang Provincial Party Committee, Tong Phuoc Truong, requested the working group to compile a complete list for submission to the Provincial Party Committee and the Provincial People's Committee for consideration and timely support in resolving the issues. He also noted that relevant departments and agencies should strengthen coordination, guidance, and support for localities, especially on urgent issues, to ensure the administrative apparatus operates effectively and better meets the needs of the people.
