Digital culture - spreading the image of Hanoi, a thousand years of civilization

Hanoi, along with the whole country, is entering a period of drastic digital transformation. One of the important contents of this process is the development of digital culture (together with digital citizens, forming a digital society).

The city has effectively implemented Resolution No. 09-NQ/TU dated February 22, 2022, of the Hanoi Party Committee on the development of the cultural industry in the capital city for the period 2021-2025, with orientations to 2030 and a vision to 2045. In this context, digital transformation in the cultural sector, or the development of digital culture, is playing a crucial role in enhancing the ability to access and disseminate Hanoi's cultural values ​​to the entire country and to friends around the world.

1. The issuance and implementation of Resolution No. 09-NQ/TU on the development of the cultural industry by the Hanoi City Party Committee is a pioneering step, paving the way for the strong development of this field. With the results achieved, Hanoi is on track to continue reaping new successes. A highlight of this development is the direction towards digital culture, which is entirely consistent with the spirit of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on "Breakthrough in the development of science, technology, innovation, and national digital transformation."

The most significant achievement for Hanoi is the completion of the survey and statistical analysis of cultural establishments in the city. The increasingly comprehensive data system has become an important foundation for the development of the cultural industry in general and digital culture in particular. At the same time, information about these cultural establishments contributes to supplementing Hanoi's overall database and the national cultural database.

Currently, digital culture is becoming a prominent development trend at historical and cultural sites in the capital city. Many sites have implemented advanced digital solutions, enhancing the visitor experience and promoting cultural values ​​widely.

For example, the Van Mieu - Quoc Tu Giam National Special Monument was the first to digitize 40 items, encode information using QR codes, provide automatic guided tours in 12 languages, and launch the "Essence of Philosophy" night tour, an electronic ticketing system, and a convenient management and operation model that reduces congestion compared to manual ticket sales. The Thang Long Imperial Citadel World Heritage Site has applied automatic guided tours, QR codes, and 3D mapping technology, while the Hoa Lo Prison historical site has implemented automatic guided tours, online tours through virtual exhibition spaces, and promoted night tours.

In addition, many localities and other establishments are also applying 360° technology to digitize all historical sites in their areas... These efforts not only enhance cultural accessibility but also help spread the cultural values ​​of the capital city to domestic and international tourists.

2. Hanoi, the capital city, is the heart of the country; therefore, Hanoi's culture embodies the finest values ​​of the entire nation's culture. Building a digital culture in the capital is a crucial task in the comprehensive digital transformation process, aiming to promote sustainable development and enhance the spiritual well-being of its people.

To develop the cultural industry, Hanoi in particular and the whole country in general need to rely on the application of science, technology, and digital technology, while promoting the industry's adaptation to creative products in the digital space. Developing digital culture not only enhances the ability of people at home and abroad to access culture, but also spreads Hanoi's cultural values ​​to friends around the world.

3. Resolution No. 09-NQ/TU and the documents of the 18th Congress of the Hanoi City Party Committee set the goal: By 2030, revenue from the cultural industry will reach 8% of GRDP. To realize this goal and create a breakthrough in the development of the cultural industry, especially digital culture, Hanoi needs to focus on implementing six key groups of solutions:

Firstly, it is necessary to raise awareness, self-discipline, and social responsibility through strong propaganda about the role of culture – the spiritual foundation and driving force of sustainable development. Simultaneously, it is crucial to build a digital cultural environment suitable for Vietnam's digital economy, digital society, and digital citizens in the period 2023-2030, with a vision to 2045. Hanoi needs to continue improving its system of policies and laws on digital culture, strictly implementing Resolution No. 66-NQ/TƯ dated April 30, 2025, of the Politburo on "Renewing the work of drafting and enforcing laws to meet the requirements of development in the new era."

Secondly, it is necessary to strengthen resources for the development of digital culture, in conjunction with the synchronized implementation of Resolution No. 57-NQ/TƯ dated December 22, 2024, of the Politburo on "Breakthroughs in the development of science, technology, innovation, and national digital transformation." Hanoi needs to invest in information technology infrastructure at cultural facilities such as libraries, museums, and cultural centers to support digitalization and provide digital cultural services; and at the same time, apply new technologies such as virtual reality (VR) and augmented reality (AR) to bring rich experiences to residents and tourists.

Thirdly, strengthen international integration in the development of digital culture. Hanoi needs to effectively implement Resolution No. 59-NQ/TƯ dated January 24, 2025, of the Politburo on "International Integration in the New Situation." Accordingly, Hanoi should promote learning from international experiences in building a digital cultural environment, while expanding international cooperation with capitals around the world.

Fourth, strongly mobilize social resources, especially the private sector, for the development of digital culture. Implementing Resolution No. 68-NQ/TƯ dated May 4, 2025, of the Politburo on "Developing the Private Economy," Hanoi needs to transform this sector into a crucial driving force in the development of digital culture. Along with this, it is necessary to attract high-quality human resources in the cultural field; and build a culture of continuous and lifelong learning for cadres, civil servants, and public employees.

Fifth, link the development of digital culture with the building of digital citizens. The focus is on implementing Resolution No. 71-NQ/TƯ dated August 22, 2025, of the Politburo on "Breakthrough in the Development of Education and Training," aiming to popularize digital transformation skills for all segments of the population, thereby forming a generation of Hanoi's digital citizens on par with the development of digital culture. At the same time, the city needs to organize training and skill development in information technology and digital culture management for cultural sector officials, as well as have policies to attract a team of digital technology and content creators.

Sixth, focus on building new models of thinking, style, and lifestyle suitable for the Fourth Industrial Revolution, creating a strong ripple effect in society regarding the development of digital culture. Hanoi also needs to build a core force and network of experts to lead, organize, and promote rapid, effective, and sustainable digital transformation.

Building a digital culture in Hanoi is a long-term process requiring close coordination between government agencies, businesses, and the community. With synchronized solutions and the determination of the entire society, the capital city can absolutely become a model in the development of digital culture, contributing to improving the quality of life and affirming its position on the international stage in the new era – the era of national progress.
