Digital culture - spreading the image of Hanoi, a thousand years of civilization

Hanoi, along with the whole country, is entering a period of drastic digital transformation. One of the important contents of this process is the development of digital culture (together with digital citizens, forming a digital society).

The city has effectively implemented Resolution No. 09-NQ/TU dated February 22, 2022 of the City Party Committee on developing cultural industries in the capital for the period 2021 - 2025, with a vision to 2030 and a vision to 2045. In particular, digital transformation in the cultural field, or digital cultural development, is playing an important role in enhancing the ability to receive culture and spread Hanoi's cultural values ​​to the whole country as well as friends around the world.

1. The issuance and implementation of Resolution No. 09-NQ/TU by the Hanoi Party Committee on the development of cultural industries is a pioneering step, paving the way for the strong development of this field. With the results achieved, Hanoi is on track to continue reaping new successes. A highlight in the development process is the direction of digital culture, completely consistent with the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on "Breakthrough in the development of science, technology, innovation and national digital transformation".

The most important result that Hanoi has achieved is the completion of the investigation and statistics of cultural establishments in the area. The data system is increasingly complete, becoming an important foundation for the development of the cultural industry in general and digital culture in particular. At the same time, information about cultural establishments also contributes to the general database of Hanoi and the national cultural database.

Nowadays, digital culture is becoming a prominent development trend at historical and cultural relics of the capital. Many relic sites have deployed advanced digital solutions, improving the visitor experience and promoting cultural values ​​widely.

For example, the Temple of Literature - Quoc Tu Giam National Special Relic is the first place to digitize 40 items, encode information with QR codes, automatically explain in 12 languages, and simultaneously deploy the "Quintessence of Dao Hoc" night tour, electronic ticket system and convenient operation management model, reducing congestion compared to manual ticket sales. The World Heritage Site of Thang Long Imperial Citadel has applied automatic explanation, QR codes and 3D mapping projection technology, while Hoa Lo Prison Relic has deployed automatic explanation, online tours through virtual exhibition spaces and promoted night tours.

In addition, many other localities and facilities also apply 360° technology to digitize all relic sites in the area... These efforts not only improve cultural accessibility but also help spread the cultural values ​​of the capital to domestic and international tourists.

2. Hanoi is the heart of the country, so Hanoi's culture is the crystallization of the quintessence of the country's culture. Building a digital culture in the capital is an important task in the comprehensive digital transformation process, aiming to promote sustainable development and improve the spiritual life of the people.

To develop the cultural industry, Hanoi in particular and the whole country in general need to rely on the application of science, technology and digital technology, while promoting the industry's adaptation to creative products in the digital space. Developing digital culture not only enhances the ability of domestic and international people to receive culture, but also spreads Hanoi's cultural values ​​to friends around the world.

3. Resolution No. 09-NQ/TU and Documents of the 18th Congress of the Hanoi Party Committee set the target: By 2030, revenue from cultural industry will reach 8% of GRDP. To realize this goal and create a breakthrough in the development of cultural industry, especially digital culture, Hanoi needs to focus on implementing six key groups of solutions:

Firstly, raise awareness, self-awareness and social responsibility through strong propaganda on the role of culture - the spiritual foundation and driving force of sustainable development. At the same time, build a digital cultural environment suitable for the digital economy, digital society and digital citizens of Vietnam in the period of 2023 - 2030, with a vision to 2045. Hanoi needs to continue to perfect the system of policies and laws on digital culture, strictly implement Resolution No. 66-NQ/TU dated April 30, 2025 of the Politburo on "Innovation in law-making and enforcement, meeting development requirements in the new era".

Second, increase resources for digital cultural development, associated with the synchronous implementation of Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo on "Breakthrough in science, technology development, innovation and national digital transformation". Hanoi needs to invest in information technology infrastructure at cultural facilities such as libraries, museums, cultural houses... to serve digitalization and provide digital cultural services; at the same time, apply new technologies such as virtual reality (VR), augmented reality (AR) to bring rich experiences to people and tourists.

Third, strengthen international integration in digital culture development. Hanoi needs to effectively implement Resolution No. 59-NQ/TU dated January 24, 2025 of the Politburo on "International integration in the new situation". Accordingly, Hanoi promotes learning from international experience in building a digital cultural environment, while expanding international cooperation with capitals around the world.

Fourth, strongly mobilizing social resources, especially the private sector, for digital culture development. Implementing Resolution No. 68-NQ/TU dated May 4, 2025 of the Politburo on "Private economic development", Hanoi needs to turn this sector into an important driving force in digital culture development. Along with that, attracting high-quality human resources in the cultural field; building a culture of continuous and lifelong learning for cadres, civil servants and public employees.

Fifth, linking digital culture development with digital citizen building. The focus is on implementing Resolution No. 71-NQ/TU dated August 22, 2025 of the Politburo on "Breakthrough in education and training development", aiming to popularize digital transformation skills for all classes of people, thereby forming a generation of Hanoi digital citizens on par with digital culture development. At the same time, the City needs to organize training and foster information technology skills and digital culture management for officials of the Culture sector, as well as have policies to attract technology teams and digital content creators.

Sixth, focus on building a new model of thinking, style and lifestyle suitable for the Fourth Industrial Revolution, creating a strong influence in society on developing digital culture. Hanoi also needs to build a core force and a network of experts to lead, organize and promote digital transformation quickly, effectively and sustainably.

Building a digital culture in Hanoi is a long-term process, requiring close coordination between state agencies, businesses and the community. With synchronous solutions and determination from the whole society, the capital can completely become a model in developing digital culture, contributing to improving the quality of life and affirming its position in the international arena in the new era - the era of national development.
