Why hasn't National Highway 1A been handed over to Quang Nam province for management?

The Ministry of Construction has recently issued a document responding to the Quang Nam Provincial National Assembly Delegation regarding the early handover of the old National Highway 1A section passing through Que Xuan 1 commune, Que Son district, to local authorities for management.

According to the Ministry of Construction , the section proposed by voters is the old National Highway 1 passing through Que Xuan 1 commune, Que Son district (from Km956+750 to Km958+700, 1.95km long) crossing the old Ba Ren bridge.

Currently, a bypass road and the Bà Rén bridge have been constructed on the left side of the old National Highway 1. The new parallel road (including the new Bà Rén bridge) is 11m wide with 2 lanes for motor vehicles (only the sections connecting before and after the bypass have 4 lanes).

The road network planning for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister in Decision 1454 dated January 9, 2021. National Highway 1 is planned to meet the standards of a Class III road with 4 lanes.

Citing the provisions of the 2024 Road Law, which stipulates that provincial People's Committees are responsible for managing national highway sections where alternative bypasses have been completed in accordance with the road network plan, the Ministry of Construction stated that it cannot yet hand over the section requested by voters to local authorities for management because both routes need to operate simultaneously to ensure the scale conforms to the plan approved by the Prime Minister.

After the bypass is constructed to the planned scale, the Ministry of Construction will hand it over to the Quang Nam Provincial People's Committee for management in accordance with regulations.
