Why has the Tan Phu Expressway project not been disbursed yet?

Accordingly, the People's Committee of Lam Dong province assigned the Department of Finance and the State Treasury of the province to guide relevant units to strictly manage and not yet carry out payment and disbursement procedures for the capital allocated for the Tan Phu - Bao Loc expressway project in 2024 as suggested by the Ministry of Planning and Investment (MPI).

Lam Dong Provincial People's Committee also assigned the Department of Planning and Investment to preside over and coordinate with the Department of Transport and the Provincial Transport Project Management Board to urgently review the Tan Phu - Bao Loc expressway project, focusing on completing the documents according to regulations.

Local agencies closely follow central ministries and branches, promptly complete documents and procedures for project appraisal and approval as a basis for implementation and capital disbursement according to regulations.

Previously, the Ministry of Planning and Investment had sent an urgent dispatch, requesting the People's Committee of Lam Dong province not to disburse the central budget capital assigned for the 2024 plan for this project.

According to the Ministry of Planning and Investment, in Decision No. 2469 dated December 11, 2023, Lam Dong Provincial People's Committee has allocated 100% of the central budget capital compared to the capital assigned by the Prime Minister in Decision No. 1603, which is 1,781 billion VND.

In particular, allocating 800 billion VND to the Tan Phu - Bao Loc expressway project without an investment decision is not in accordance with the provisions of Article 53 of the Law on Public Investment.

The Tan Phu-Bao Loc Expressway project is approximately 66km long. Of which, the section passing through Lam Dong province is 55km long. The investment scale of the completed phase is 4 car lanes, the roadbed width is 22m, the design speed is 80km/h.

The preliminary total investment is about 17,200 billion VND. Of which, the State capital participating in the project is 6,500 billion VND (Central capital 2,000 billion VND, Lam Dong province budget capital 4,500 billion VND). The equity capital of investors and other mobilized capital sources is about 10,700 billion VND, accounting for more than 62% of the total investment capital.
