Worried about losses due to missed investments
These days, Mr. Dao Viet Toan's family (in Nghi Huong ward) is sitting on fire when Vinh city (Nghe An province) has just requested to return the entire bathing and check-in area on Cua Lo beach when the tourist season is approaching.

According to Mr. Thanh, because it is located close to the sea, the total amount of money that businesses have to invest and maintain every year is very large.
Mr. Toan said that in 2023, Cua Lo town (before merging with Vinh city) decided to clear all kiosks and restaurants on the east side of Binh Minh street. After that, the town had a policy of handing over bathing locations and check-in points to the People's Committees of the wards for management.
The wards have met and agreed to assign management to the Fatherland Front and mass organizations. The Fatherland Front and mass organizations have reviewed and selected qualified and capable members to sign business contracts between the Ward People's Committee and the mass organizations.
In June 2023, his family signed a contract to build a small bathing spot. In 2024, his family spent 500 million VND to invest in a large-scale bathing and check-in spot.
On November 7, 2024, the People's Committee of Cua Lo town (old) issued an official dispatch on the urban beautification plan for 2025. In particular, it continued to direct the People's Committees of wards to review, plan, and supplement bathing spots, check-in, and parking lots.
On January 7, 2025, the ward invited business households to a meeting and asked them to submit their ID cards to complete contract signing procedures, and urged them to renovate and invest in preparation for the new tourist season.
However, on February 28, 2025, the People's Committee of Vinh City (after the merger of Cua Lo town) issued an official dispatch requesting the People's Committees of wards to terminate and liquidate all types of contracts for management, exploitation, association, socialization, production, and service business with organizations and individuals using land and public assets in the area east of Binh Minh Street and hand them over to the Vinh City Urban Management Board for unified management.
Located next to Mr. Toan's family's spot, the bathing and check-in spot of Mr. Dang Quang Thanh's family (in Nghi Huong ward) is also quite well invested.
"I estimate that the total investment is not less than 700 million VND. It is true that the government will reclaim the land to make Cua Lo better and more beautiful, but there must be a clear roadmap. If from the end of 2024 there is a document announcing that the land will be reclaimed and people will not be allowed to invest, then it is okay," said Mr. Thanh.
It is known that the area east of Binh Minh Street, Cua Lo beach has 19 bathing spots. Of which, Nghi Huong ward has 8 spots. There are 17 outdoor check-in spots, of which Nghi Huong ward has 7 spots.
What do local leaders say?
Faced with this reality, Mr. Hoang Van Hop, Chairman of Nghi Huong Ward People's Committee, Vinh City said: Over the past two years, Cua Lo town (old) has assigned the ward to manage bathing and check-in spots. At these spots, there are a number of public properties that the state has handed over to households for business rental and properties invested by business households.

Mr. Hop confirmed that in November 2024, the town announced that it would request wards to coordinate with relevant departments and offices to develop budget levels and sign term contracts with organizations assigned to manage bathing spots, check-in areas, and parking lots before November 30, 2024.
However, the ward has not yet implemented it, so up to now, it has not signed a new contract with the business households. The contract also clearly states the delivery period each year and when there is a policy of repossession, no compensation will be paid.
"It is reasonable for people to have opinions when their business premises are suddenly revoked. The ward has met with them and taken note of their recommendations. The ward has also reported to the city about the situation of bathing and check-in spots and the wishes of the business households," said Mr. Hop.
According to Mr. Hop, the reason the city reclaimed the clean land was to implement urban renovation, preparing for the 2025 tourist season with the motto of raising Cua Lo tourism to a new level.
