Many key programs are behind schedule due to lack of resources.
Speaking at the Hall, delegate Tran Nhat Minh said: After studying the Government's reports on the situation and results of implementing the Resolutions of the 14th and 15th National Assembly related to thematic supervision and questioning in the fields of Industry and Trade, Agriculture and Environment, the delegates paid special attention to programs directly related to the lives of ethnic minorities. From there, the delegates pointed out the major issues that are arising and proposed that the Government soon have solutions in the coming time.
The delegate emphasized: the goal of allocating enough resources to strive to complete the electricity supply to people by 2025, including in remote, border and island areas. However, according to the Government 's report, the results of the implementation of the Target Program for Electricity Supply to Rural, Mountainous and Island Areas in the period of 2016 - 2020 according to Decision No. 1740/QD-TTg only reached 18.5% of the total capital demand of more than 30,000 billion VND. The lack of sufficient capital allocation is the main reason why the program has not met the schedule.

Pursuant to Resolution 973/2020/UBTVQH14, the Ministry of Industry and Trade has completed the dossier and submitted it to the Government for approval of the investment policy for the Program "Electrification of rural, mountainous and island areas for the period 2021 - 2025". However, the program has not yet been approved due to difficulties in arranging investment capital as well as legal regulations related to rural electricity investment.
According to the report, the Prime Minister has directed relevant ministries and branches to coordinate to remove obstacles; the Ministry of Industry and Trade has worked with the Ministry of Finance, EVN and local People's Committees. However, the goal of completing electricity supply before 2025 has not been achieved. Although the rate of households accessing electricity is high, about 99.74% (rural areas 99.6%), in reality, there are still villages and hamlets without electricity, causing great difficulties in accessing essential services, applying technology and implementing digital transformation.
Regarding the results of the implementation of the Program on resettlement of people in disaster-prone areas, especially difficult areas, border areas, islands, spontaneous migration areas and special-use forest areas for the period 2021 - 2025, with a vision to 2030, delegate Tran Nhat Minh cited data: in the period 2021 - 2024, the whole country has stably resettled nearly 21,900 households, contributing significantly to limiting damage caused by natural disasters, ensuring the safety of people's lives and property.
However, the Government report also pointed out a series of limitations. The review of the list of projects included in the medium-term public investment plan is slow and lacks specificity. The survey, design, preparation and approval of projects with large total investment costs causes the progress to be prolonged and reduces investment efficiency. Some support policies such as land, relocation costs, and housing support are still low compared to actual costs. Many localities are slow to implement and are not proactive; coordination between sectors and levels in some places is not tight.
“The heavy losses of human lives and property caused by natural disasters and storms and floods in 2024-2025 show the particular urgency of the population resettlement program, especially in areas where landslides, flash floods, inundation or geological subsidence frequently occur,” the delegate emphasized.
Prioritizing resources for the period 2026 – 2030
From the figures and the current situation reported by the Government, delegates commented that the common point of the two programs is the lack of resources, leading to the delay in implementation progress. This is a big difficulty that cannot be overcome in a short time, but can be completely resolved if there is a suitable resource allocation plan and a clear order of priority.
The delegate emphasized: The above two programs have a direct impact on the goal of comprehensive development of ethnic minority areas, narrowing the gap between regions and improving the lives of ethnic minorities in remote and isolated areas. This is also the legitimate aspiration of voters in mountainous and ethnic minority areas, including Nghe An province.
On that basis, delegate Tran Nhat Minh proposed that the Government, in the period of 2026 - 2030, soon propose a roadmap and specific solutions to remove difficulties. According to the delegate, it is necessary to prioritize the allocation of resources on land, finance, science and technology to implement the project of arranging and relocating households in areas at high risk of natural disasters in the spirit of Resolution No. 19 of the 5th Central Conference, Session XIII.
At the same time, delegates recommended prioritizing the allocation of sufficient resources to complete the rural, mountainous and island electricity supply program, considering this an urgent and essential task for people's lives and a requirement for sustainable development.
