This is one of three proposals raised by Deputy Prime Minister Tran Luu Quang at the opening session of the 11th Asia- Pacific Red Cross and Red Crescent Conference, which took place on the morning of November 21 in Hanoi.
Attending the Conference were leaders from various ministries and agencies of Vietnam; Vice President of the International Red Cross and Red Crescent Movement Maha Barjas Al-Barjas, Secretary General of the International Red Cross and Red Crescent Movement Jagan Chapagain, Vice President of the International Committee of the Red Cross Gilles Carbonnier, and leaders of Red Cross and Red Crescent societies from more than 60 countries in the Asia-Pacific region.

The above proposal was made in the context that Asia-Pacific is one of the regions most severely affected by natural disasters, catastrophes and epidemics, clearly demonstrated by the huge losses caused by the COVID-19 pandemic.
Furthermore, resources for humanitarian aid and relief activities are limited and insufficient in many places, creating an urgent need to strengthen international cooperation in strategic planning, resource mobilization and management, capacity building for humanitarian activities, as well as in disaster prevention and response.

According to Deputy Prime Minister Tran Luu Quang, in addition to joint efforts to prevent and address the consequences of traditional wars and conflicts, international humanitarian activities need to focus more on preventing and effectively responding to non-traditional security challenges such as disasters, natural calamities, and epidemics.
The Deputy Prime Minister said that these are problems that can arise at any time, are not separated by geographical space and can have a serious impact on every country, regardless of development level.

The Deputy Prime Minister called on the international community to continue making the utmost efforts to prevent conflict and war, eradicate hunger and poverty, promote equitable, sustainable, and inclusive development; and ensure that no nation or community is left behind in the process of human development.
The Deputy Prime Minister emphasized that addressing these issues is crucial to tackling the root causes of the humanitarian crisis. He also expressed confidence that the Conference would focus on thoroughly discussing the advantages and challenges, widely sharing successful experiences and lessons learned, thereby unifying measures and action plans for humanitarian work in the region and internationally in the new phase; and enhancing the effectiveness of cooperation mechanisms and frameworks among national societies in fulfilling their noble humanitarian mission.

On this occasion, the Deputy Prime Minister expressed gratitude to the International Red Cross and Red Crescent Movement, the International Committee of the Red Cross, international organizations, and national societies for their effective and valuable support to Vietnam in the past, especially in responding to the COVID-19 pandemic.
The 11th Asia-Pacific Regional Conference of the Red Cross and Red Crescent took place from November 20-23 with the theme "Asia-Pacific: Disaster Preparedness".

This is the second time the Vietnam Red Cross Society has had the honor of hosting a regional conference, an opportunity to promote the Society's development cooperation activities with international partners and organizations and businesses in Vietnam.
The conference is an opportunity to introduce and promote the achievements, culture, country, and people of Vietnam, and a favorable occasion to learn from experience, expand relationships, and mobilize resources for the country's humanitarian and social welfare goals, demonstrating responsibility towards the humanitarian and global movements.
