In his opening remarks at the Conference, General Vilay Lakhamphong, Member of the Political Bureau, Deputy Prime Minister, and Minister of Public Security of Laos, as the conference chairman, affirmed that the ASEAN Ministerial Conference on Transnational Crime is a high-level discussion mechanism that plays an important role in promoting cooperation to prevent and combat transnational crime.
Since its establishment in 1997, the Conference mechanism has continuously expanded. Member states and negotiating partners have established and strengthened the Conference mechanism and related mechanisms to suit the actual situation in each period, built and strengthened documents as a basis for cooperation such as treaties, action plans… to prevent and combat transnational crime in the region, and annually held conferences to review cooperation and jointly seek solutions to the problem of transnational crime at the international, regional and national levels.![]() |

The Lao Deputy Prime Minister and Minister of Public Security emphasized that this conference plays an important role in promoting relevant mechanisms, especially the ASEAN Senior Officials Meeting on Transnational Crime and the Meeting of Heads of Immigration and Consular Authorities of ASEAN Countries, in order to organize and implement cooperation activities within the framework of these mechanisms on a regular and continuous basis, contributing to ensuring security, creating favorable conditions for socio-economic development, and improving the lives of people in the region. At the conference, General Luong Tam Quang, Member of the Politburo and Minister of Public Security of Vietnam, delivered an important speech, summarizing the situation and results of Vietnam's work in combating transnational crime; affirming that, as an ASEAN member state, Vietnam is committed to actively and responsibly participating in ASEAN cooperation frameworks in general and cooperation in the field of combating transnational crime in particular.![]() |

The Vietnamese Minister of Public Security also put forward several recommendations for countries in the region to study and implement in order to enhance the effectiveness of cooperation in combating transnational crime in a more in-depth and substantive way. These recommendations emphasized that ASEAN countries need to strengthen information sharing on crimes, promote joint investigations into transnational crimes, and coordinate the implementation of joint ASEAN campaigns to attack and suppress transnational crime, especially among countries sharing borders.![]() |

Furthermore, Minister of Public Security Luong Tam Quang also suggested that ASEAN countries should strengthen coordination in gathering intelligence and combating crimes committed by citizens of one country in another; further improve the effectiveness of handling requests for mutual legal assistance in criminal matters and extradition, transfer, and pursuit of criminals between ASEAN countries, especially in tracing and recovering assets seized and smuggled abroad by criminals.
