Dismissed Principal Case: Khuong Ha School Pays Full September Salary to Teachers

After many months of illegal salary deductions, on the afternoon of September 4, teachers at Khuong Ha Primary, Secondary and High School (Hanoi) received their full salaries for September 2025. This move took place right after the Hanoi Department of Education and Training announced the results of disciplinary action against violators at this inter-level school.

Teachers get full pay

Accordingly, Ms. Nguyen Phuong Lien, the school's principal, was officially dismissed. Along with that, accountant Bui Thi Nguyen was disciplined with a warning for violating financial and accounting regulations, causing serious consequences. Three other teachers were reviewed for not fully fulfilling their responsibilities. The Hanoi Department of Education and Training requested that individuals strictly comply with the disciplinary decision, continue to remedy the consequences and take responsibility before the law; at the same time, the school must publicly announce the disciplinary action to the entire pedagogical council.

Previously, many Khuong Ha teachers reported that the school arbitrarily deducted salaries to "collect" illegal expenses. Specifically, in July 2025, despite many objections in the internal meeting, the salaries of many teachers were still cut. Teacher Ho Thi Xuan Thu said that after paying insurance, her third quarter salary was supposed to be approved at about 11.8 million VND. However, the account only received more than 7 million, nearly 4 million VND short. Some other teachers also had 2 to more than 3 million VND deducted.

Notably, according to the document, the Hanoi Department of Education and Training approved the third quarter salary (July, August, September 2025) for teachers at Khuong Ha School without any deductions.

It was not until September, when the principal was dismissed, that the situation changed. Ms. Thu confirmed to the reporter of the Vietnam Women's Newspaper that she had received the full 11.8 million VND through her personal account, with the transfer content clearly from Khuong Ha School. Another teacher also received more than 11 million VND. "We are very happy to be paid the right benefits, but we hope the matter will be closed soon so we can focus on teaching" - Ms. Thu shared.

Fixing billions of dong in violations

The problem in Khuong Ha does not stop at salary deductions. According to parents, they are still waiting for the school to refund the wrongly collected money for extra classes. The regulation only allows collecting 7,000 VND/period, but the school has collected up to 20,000 VND/period, nearly three times higher.

The source of this crisis stems from the inspection results of the Hanoi Department of Education and Training in October 2024. The inspection team discovered many systematic financial violations that had lasted for many years.

The school organized extra classes and learning in violation of regulations, the staffing of extra classes was the same as regular classes, and the fees were many times higher than the maximum. Business cooperation activities such as renting classrooms and campuses were also not disclosed financially. The union and the pedagogical council were not provided with information on revenue and expenditure settlement. In particular, many revenues from clubs, extra classes, and advanced learning services were not recorded in the accounting books.

The Hanoi Department of Education and Training forced Khuong Ha School to correct its violations: collect nearly 290 million VND in illegal extra teaching fees, return more than 6.6 billion VND in excess revenue, nearly 2 billion VND from club activities, and pay 1.3 billion VND to the budget from illegal exploitation of facilities... However, after nearly a year, the correction has not been completed.

Paying the full salary for September only ensures the legitimate rights of teachers. But where did the money deducted in the previous two months go? Will it be returned to teachers?
