The People's Council of Vung Tau City has passed a resolution approving the investment plan for one pedestrian underpass funded by the state budget and four pedestrian underpasses funded by businesses across Thuy Van Street.
On the afternoon of February 29th, the People's Council of Vung Tau City (
Ba Ria - Vung Tau province) held a special session, passing several important resolutions, including a resolution approving the investment plan for a pedestrian tunnel project across Thuy Van Street (at the intersection of Pho Duc Chinh and Thuy Van streets) with a total investment of over 36 billion VND from the Vung Tau City budget. The project aims to provide convenient access for residents and tourists from hotels along Pho Duc Chinh, Phan Van Tri, Hoang Hoa Tham streets and surrounding areas to the beach. This is the most popular tourist area of Bai Sau beach. The tunnel will be approximately 35.5 meters long, 10 meters wide, and 3.6 meters high; access points will be located on the existing sidewalk of Thuy Van Street and the park area facing the sea, with two entrances and exits, each approximately 3 meters wide.

According to the People's Committee of Vung Tau City, the Thuy Van road upgrade project is currently underway and is expected to commence in 2024 with the aim of transforming Bai Sau beach into a modern park with many recreational areas and amenities. The pedestrian underpass aims to increase accessibility between buildings and the park without affecting traffic flow on Thuy Van road. The Thuy Van pedestrian underpass project is funded by public investment and is expected to commence in June 2024 and be completed in April 2025. Previously, the revised 1/500 detailed planning scheme for Thuy Van road, approved by Vung Tau City, included the investment in eight pedestrian underpasses, with three funded by the state budget and five by private sector investment. However, the city of Vung Tau later decided to reduce the number of pedestrian underpasses by 3, leaving 5 underpasses across Thuy Van Street. One underpass will be funded by the state budget, while the remaining 4 will be funded through private enterprise sponsorship. On the morning of February 29th, the People's Council of Ba Ria - Vung Tau province held its 18th session (a specialized session) and passed a resolution on the investment plan for the Thuy Van Street renovation project. In the submission, the Appraisal Council requested the People's Committee of Vung Tau City to report to the Party Committee of the Provincial People's Committee and the Standing Committee of the Provincial Party Committee for consideration and feedback on the changes from 8 underpasses to 5 underpasses before preparing and approving the investment project.
