Preparations are underway to begin construction on an additional 1,400km of expressway.
On the afternoon of September 17th, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector, chaired the 14th meeting of the Steering Committee.
The meeting was held in a hybrid format, combining in-person and online participation, connecting the Government Headquarters with provinces and centrally-governed cities that have nationally important and key transportation projects in their areas.

To date, the total number of projects under the Steering Committee's list is 40 projects/92 component projects across 3 sectors: road, rail, and aviation; passing through the territories of 48 provinces and cities.
After 13 sessions, the country has now completed 2 out of 12 component projects (the North-South Expressway Eastern section, phase 2021-2025, and the Tuyen Quang - Phu Tho Expressway) with a total length of 674km passing through 15 provinces and cities, bringing the total length of expressways to 2,021km.
The entire country is currently constructing approximately 1,700km of expressways and is preparing to start construction on another 1,400km.
The Steering Committee has addressed and resolved many obstacles and difficulties, including long-standing ones, such as funding for urban railway projects, the Ben Luc - Long Thanh expressway, the continuation of construction on the Nhon - Hanoi Station urban railway project; handling of construction materials, land clearance; and ensuring the progress of many projects.
Following the conclusions of the Steering Committee at its 13th meeting, ministries, sectors, and localities have completed 11 tasks on time, are actively implementing 28 tasks as regular guidance and management work, and have 1 task that is not yet due.
No matter how difficult it is, we must achieve our goals.
In his concluding remarks, the Prime Minister stated that, in the current context, it is necessary to make breakthroughs and accelerate progress to achieve the goals set forth in the Resolution of the 13th National Congress of the Party, including the goal of building 3,000km of expressways by 2025 and 5,000km of expressways by 2025; while prioritizing the promotion of growth and overcoming the severe consequences and damage caused by storms, floods, and natural disasters.
According to the Prime Minister, Typhoon No. 3 caused immense damage to both lives and property, but these difficulties have further highlighted the strength of the people, their unity, self-reliance, and mutual support.

With the current unpredictable and unfavorable weather conditions, the Ministry of Transport and local authorities need to continue to uphold the spirit of "overcoming the sun and rain, not being defeated by storms," proactively responding to adverse weather conditions to implement tasks according to schedule.
In the coming period, we must continue to pursue the goal of completing 3,000km of expressways by 2025 and 5,000km of expressways by 2030; complete railway projects, Long Thanh, Tan Son Nhat, and Noi Bai airports, etc., ensuring progress, quality, technical standards, aesthetics, safety, environmental hygiene, and preventing corruption and negative practices.
The Prime Minister affirmed that, by promoting the spirit of self-reliance and self-improvement, and building upon the results, experiences, and lessons learned from previous terms, through leadership, guidance, and implementation of numerous projects such as the 500 kV circuit 3 Pho Noi (Hung Yen) - Quang Trach (Quang Binh) power line, the Long Thanh airport project, etc., we will certainly successfully implement key projects in the transportation sector.
"Typhoon No. 3 has caused enormous damage to both lives and property, but no matter how difficult the situation, we must still achieve the goals we have set," the Prime Minister emphasized.
The investment plan for the Ho Chi Minh City Ring Road 4 project should be submitted soon.
At the meeting, the Prime Minister also assigned a series of specific tasks to localities, ministries, and agencies.
Notably, in the investment preparation phase, the Prime Minister requested Ho Chi Minh City to coordinate with ministries and agencies to resolve difficulties and obstacles, and streamline investment procedures so that the investment plan for the Ho Chi Minh City Ring Road 4 project can be submitted to the competent authorities for approval as soon as possible.
Hanoi City is responsible for compiling a report for competent authorities on balancing the total investment among the component projects of the Hanoi Capital Region's Ring Road 4…
Regarding land clearance, the Prime Minister requested the provinces of Dong Nai, Khanh Hoa, Tuyen Quang, Da Nang, Hung Yen, Binh Duong, Kien Giang, and Lang Son to mobilize the entire political system, identify land clearance as a key task, and accelerate the progress of land clearance to meet the implementation schedule of projects.

Lang Son province proactively worked with the Ministry of Natural Resources and Environment to obtain guidance on procedures for supplementing land use quotas for transportation infrastructure in the Dong Dang - Tra Linh project, ensuring that the progress of land clearance is not affected.
Regarding construction materials, localities assigned as the managing agencies for the projects are responsible for proactively sourcing materials to ensure the projects meet the required progress. They must closely coordinate with localities that have material quarries to complete the procedures for granting quarry licenses, ensuring a sufficient supply of embankment materials and preventing any impact on project progress, especially in Dong Nai province and Ho Chi Minh City.
Regarding construction implementation, local authorities are tasked with directing investors and contractors to coordinate in resolving difficulties and obstacles, and to develop reasonable construction plans that are suitable for land clearance, material sources, and weather conditions.
Flexibly organize construction work to suit the weather conditions in areas entering the rainy season, while also developing contingency plans for unusual weather events such as storms and floods to ensure absolute safety for workers and machinery, and minimize damage caused by storms and floods.
The Prime Minister requested that construction be organized in three shifts and four teams to complete the projects on the list of 3,000km planned for completion in 2025, especially the Ho Chi Minh City Ring Road 3 (sections through Dong Nai and Binh Duong), Bien Hoa - Vung Tau (Dong Nai), and Tuyen Quang - Ha Giang (Tuyen Quang) projects, which are behind schedule. This requires proactive, determined, and extraordinary efforts from the managing agencies, investors, and contractors to ensure the set deadlines are met.
