Immediately after the opening ceremony, on the afternoon of September 5th, a delegation from the Hanoi Department of Education and Training, led by Director Tran The Cuong, worked with and presented gifts to schools in Minh Chau island commune, an isolated commune located at the confluence of the Red River, Da River, and Lo River, with a population of approximately 6,600 people.

At the meeting, Mr. Bui Thai Son, Chairman of the Minh Chau Commune People's Committee, said that after the administrative reorganization, the commune had re-established three schools: a kindergarten, a primary school, and a secondary school, with a total of approximately 1,200 students.
Since there is currently no high school, approximately 400 junior high school graduates each year have to travel to school in other areas by ferry across the river, posing a safety risk, especially during the rainy and stormy season.
Based on this situation, the People's Committee of Minh Chau commune has developed a plan to invest in the construction of Minh Chau Secondary and High School, aiming to both meet the local learning needs and optimize investment resources, while minimizing safety risks for students.
According to Mr. Son, although the government and people of Minh Chau commune have made many efforts, the commune's education and training work still faces many difficulties and limitations. Currently, only Minh Chau Primary School meets the standards, but many facilities have deteriorated, and some classrooms do not meet the standards due to the lack of appropriate functional renovations.
With over 400 students and 58 teachers having to cross the river by ferry to get to school, preliminary estimates suggest the total ferry fare amounts to over 1.7 billion VND per school year.

Therefore, the leaders of Minh Chau commune have requested the Hanoi Department of Education and Training to consider and propose that the city provide financial support for ferry fares across the river for students and teachers, in order to reduce the burden on students' families and provide more motivation for teachers to work with peace of mind.
Applying preferential policies for officials, teachers, and workers currently working in the commune according to Decree No. 76/2019/ND-CP, such as an attraction allowance equal to 70% of the current salary plus leadership position allowance, seniority allowance exceeding the standard rate (if any) for a period of 5 years, and other benefits as prescribed.

Director Tran The Cuong requested that commune leaders and schools pay attention to effectively implementing the city's resolution on supporting quality and safe meals for primary school students right from the beginning of the 2025-2026 school year.
Mr. Cuong expressed his wish for the commune's leaders to continue paying attention to and prioritizing investment resources for education, creating the best learning conditions for students. He also affirmed that the Hanoi Department of Education and Training will always stand alongside the commune government in caring for and investing in education.
