Identify breakthroughs in industrial, urban and tourism development

According to the assessment of the Hoang Hoa District People's Committee, in 2024, the economy continued to grow at a fairly good rate, and the district's economic scale continued to maintain its 4th position in the entire province.

The economic structure has shifted in the right direction (agriculture, forestry, and fisheries account for 19.2%; industry and construction 55.2%; services 25.6%); per capita income reached 72 million VND/year, ranking 5th in the province and 2nd at the district level. Budget revenue in the area increased by 87.5% compared to the provincial plan. Culture and society continue to be maintained and developed in the direction of standardization and socialization; education and training continue to develop both mass education and specialized education. Social welfare, charity, and humanitarian policies are given attention; tourism continues to maintain its development momentum.

A highlight of Hoang Hoa's economic development in 2024 was the total investment capital mobilized for development in the area reaching VND 8,108 billion, an increase of 5.8% compared to the same period. Attracting investment capital ranked 4th in the province, after Thanh Hoa City, Sam Son City, and Nghi Son town. Many large projects were accelerated, creating momentum for development. For example: The Flamingo Linh Truong eco-tourism and resort project has basically completed the investment in technical infrastructure and has been put into operation; the Thai Thang Industrial Cluster project has completed 99% of its technical infrastructure investment and has attracted two domestic and foreign investors with a total leased land area of ​​nearly 16 hectares; the Bac Hoang Hoa Industrial Cluster project has completed land leveling and investment in technical infrastructure for phase 1. The second phase of infrastructure investment is currently underway. This industrial cluster has attracted 7 secondary investors, with a 100% occupancy rate...

Notably, in 2024, the Prime Minister approved the General Planning task for Hoang Hoa district until 2045. This was also the year the Prime Minister approved the investment policy and the investor for the WHA Smart Technology Industrial Park - Thanh Hoa project, covering 178.51 hectares with a total investment of 55 million USD (equivalent to 1,320 billion VND). The project will be implemented in the communes of Hoang Quy, Hoang Quy, Hoang Xuyen, and Hoang Cat. These are important legal documents for Hoang Hoa district to gradually realize its breakthrough development goals in the industrial and urban sectors.

The year 2025 is of particular importance, as it is the year to consolidate new development foundations for the implementation of the socio-economic development plan for the period 2026-2030. To effectively achieve the goals and tasks, the People's Committee of Hoang Hoa district has issued an Action Plan to implement the Decision of the Provincial People's Committee, the Resolution of the District Party Committee, and the District People's Council on socio-economic development, national defense and security tasks for 2025. According to the plan, the District People's Committee has assigned tasks and proposed comprehensive solutions to strive for a 10.2% increase in the district's production value in 2025; an average per capita income of 78.5 million VND/year; a total investment capital mobilization of 9,300 billion VND or more; and an urbanization rate of 6.5%.

Speaking at the online conference on implementing socio-economic development tasks, ensuring national defense and security, and launching the emulation movement for 2025 in Hoang Hoa district, held on the morning of January 3rd, Chairman of the Hoang Hoa District People's Committee Le Thanh Hai emphasized: The goals and tasks for 2025 are extremely challenging and of great importance, requiring all levels, sectors, communes, and towns in the entire district to continue to promote the spirit of solidarity, cooperation, dynamism, innovation, and creativity, not backing down in the face of difficulties and challenges, and to have high determination, great efforts, decisive action, and focus on key areas to successfully achieve the set goals and tasks.

The People's Committee of Hoang Hoa District requests that heads of specialized departments, heads of agencies and units, and chairmen of the People's Committees of communes and towns uphold the spirit of solidarity and proactively implement seriously and effectively the solutions set forth by the province and district. The focus of direction and management should be on decisively and flexibly implementing tasks and solutions in each sector and field; promoting rapid, comprehensive, and sustainable economic development linked to restructuring the economy and transforming the growth model, with a focus on breakthroughs in industrial, urban, and tourism development.

The district will focus on building a streamlined, efficient, and effective administrative apparatus; reorganizing specialized departments at the district level in accordance with the guidelines of higher authorities, ensuring that after reorganization, the structure will quickly stabilize and operate effectively. It will also prepare well for the election of People's Council representatives at all levels, and consolidate and reorganize cadres after the Party congresses at all levels for the 2025-2030 term.

Simultaneously, focus on decisively implementing land clearance and completing infrastructure investment for industrial zones and clusters in the area. Promote and attract businesses to invest in industrial zones and clusters, prioritizing investment in high value-added technical industries. Complete the steps for preparing and submitting the General Urban Plan of Hoang Hoa until 2045 to the Prime Minister for approval. Implement the Hoang Hoa Urban Development Program; proceed with the preparation of sub-zone and detailed plans; issue an action plan to develop Hoang Hoa into a type IV urban area and establish it as a town before 2030.
